Member or non-Member?

According to Meetup, we have nearly 250 members, yet at any given meeting we only have 15-20 people attend. Where are those 230 other people?

I've had several discussions with other club members about this. Several members have said that it bothers them. 

In order to get "non-members" to drop off our list I am thinking of requiring that each member pay a one time $1 "meetup fee" that will be returned when he/she attends a meeting. 

In other words, you pay a buck, and you get the buck back when you show up. 

If you are a regular or semi-regular member who attends 3 or so meetings per year or I know you personally, I will bypass this requirement.
