Pandemic/Biological Attack

The evacuation discussion led to a study on pandemic. It is a very real risk (.3% chance per year) of a severe world-wide pandemic and the risk is increasing.   Government is concerned that a pandemic could result infrastructure collapse.  This is without even considering biological attack.  There are practical steps you can take to prepare and respond once it is underway. Anyone interested?
