Usually verification question solution works good.
they can choose a question or type a question of their own and its answer, if they want password reset.
if they don't they will have to create a new account...

Check out MightyExtensions. We use it quite a bit and the registration module can be configure to not require email for verification, Also allows for social accounts as well.
 
The password reset or change issue is a problem though unless you can supply a call-in solution for that.

Hi Rick,


This is just some of my small IDEA.

1/ Most users have account on any social networking, which you could manage them to logged in via any social account.
2/ You can just let users register and login with name and password and also verified with Phone Number,
This you will need to integrate with SMS gateway to verified also validate their phone number.  They can also got lost password via phone number.
