Thanks, Jeremy. What are the features I would be missing out on by going with Ushahidi? 

So, I see these options: 

1. Ushahidi
2. Shareabout
3. Resource Map
4. Open Locast
5. SeeClickFix

Shareabout is based on Leaflet, which works best on recent mobile devices (and towards which Leaflet is consciously oriented).  Ushahidi uses a streamlined version of OpenLayers and works on all platforms, but its maps may miss certain features that Leaflet has baked in.

If your target population has a sufficiently high number of users of older desktop browsers, Ushahidi might give those folks a better experience.  On the other hand, if your project is explicitly targeted at mobile users, then something based on Leaflet will give you greater flexibility.

I'm collecting community feedback throughout master-planning process. I want to be able to have specific issues mapped out. 

Currently going down the Ushahidi/Crowdmap route, because it's what I know and very easy to deploy. 

However, I know there is Shareabouts and Open Locast -- any strong opinions for/against one of these three platforms, as far as extensibility goes?

Ushahidi can be a little buggy, especially the iPhone app. But I know that it works on all platforms. Not sure about these other two.
