I don't think something like this is really a fit for a dataset "as data", but its content should definitely be public, searchable, and explorable.  I smell a National Day of Civic Hacking project in the works...

This seems to be a 2009 Version of the NYPD Patrol Guide.

Should not all this information be in a database and available and updated in NYC open data portal?
