Historical Assessment Roles

Hi, someone from outside city government contacted me regarding getting historical property values for the South Bronx. (He found me through a report I did on Hunts Point.) At work, we usually get historical property values back to 2004 through PLUTO.

Questions:

Are assessment roles available digitally to the public?
How far back do they go, 2004?
Beyond that, how does one go about researching property values. Are there paper documents?

Chris thought that Steve Romalewski or Jessie Braden might be able to help. Do either of you have any insight?
