rake db:create:all seems like a neat feature to me. But I can't get to work with:

WinXP-Pro/SP3
Rails 2.3.5
MySQL 5.0.37-community-nt

Has anybody got it working; if so, what platform/software/versions?

(in K:/_Projects/Ruby/_Rails_Apps/_EIMS/RTS)­
** Invoke db:create:all (first_time)
** Invoke db:load_config (first_time)
** Invoke rails_env (first_time)
** Execute rails_env
** Execute db:load_config
** Execute db:create:all
rts_development already exists
rts_production already exists
rts_test already exists

I just viewed that in order to get that URL and happily discover a response:
He said while I ran rake db:create:all, I failed to follow up with with rake db:migrate.
I'll check out that theory.
