What should we do with Zombicide's "Shoot Survivors First" rule?

In Zombicide, when you fire a ranged weapon into a zone that contains both zombies and other Survivors, Survivors are ALWAYS hit first. Essentially, if you fire into such a zone, you are condemning your ally to death. Most people who have played the game in our group groan about this rule, and it is without doubt the number one complaint people online have about the game - through Board Game Geek, Amazon reviews, even the comments sections of the Zombicide Kickstarter projects. So what do we DO about this rule?
