Hi, Brian! I'm not sure what a "third-generation" bikeshare program is, but I look forward to hearing more about it. There was an informal bikesharing program a few years ago called "White Bikes", but I'm not sure it's still going. Check out http://www.whitebike.org/

Re: mentoring, we have a "Mentoring Matchboard" section of our discussion board where you can post a message to find someone who rides in a similar area to you. A mile is pretty easy, but you do have that climb up the hill!
