When I was in the Air Force, admittedly a different branch of service from the Navy, recommending yourself for a medal was highly frowned upon. The mere mention that you promoted the idea of receiving the decoration would sometimes be enough to halt the approval process.
One exception was in the area of minor decorations, such as the Armed Forces Reserve Medal or the National Defense Medal. Our squadron's Awards and Decorations Officer would periodically remind us of a list of such minor decorations and ask us to notify him if we didn't have them.
