Not sure how smart they are, but they are gullible and/or 
predisposed to believe things that line up with their 
existing prejudices.

I'm pretty sure Billo understands what physical processes 
control the tides. He just conveniently ascribes the 
origin of that process to a deity. That's not too atypical 
for Roman Catholics.
