I don't know. It would appear not. I suppose it depends on context but that's just my best guess.
Isn't it already legal in AZ??
Section[masked](B) of the existing AZ code:
"Except as provided in subsection C, government shall not substantially
burden a person’s exercise of religion even if the burden results from a
rule of general applicability."
