      Long story short, core rules dictating universal rules. Each of 14 armies have sub set rules bending the core. Each army has large selection of units with their own rules. Simple example each army is allowed 2 HQ choices. Space Wolfs can take 2 per HQ slot for a total of 4. No 2 can have identical gear. Tyranids can take a specific HQ as a troop choice, but only if a a specific other squad is taken. Tau have an HQ that can not be taken until the army + him equals or exceed s 1500 pts. However, if you take him you have specific limitations on what other units you can take.
