If you mean "can the general public attend?", the answer is yes.  One
of the conditions of using public space in a library is that you can't
kick people out because they're not members of the meetup, so members
of the general public are welcome to wander in and listen.

If you mean "will the presentation be recorded and then made
available?", then no, I have no plans to record the initial
presentations.  Right now I want to get the lectures started and onto
a regular schedule...  (If someone wants to bring along equipment and
get permission from the presenters, please do!)
