You can reasonably easily emulate Raspberry Pi on ARM with Qemu ( - the ARM is substantially slower than modern x86, so you may take no real performance hit depending on your host platform.  Also people have done some creative hacks to use Qemu to emulate ARM in linux containers (using LXC), where the kernel is still x86 so the performance is considerably better than pure binary translation.
