    Yes, I figured that out. I made a work around for now. I create page 1 with the nav, states and web layers. I then duplicate that page for all my nav page. I go back to the original page and share the layer to all pages. Go back to the other pages and delete the non-shared layer. The states seem to be shared at that point and all I needed to create for each nav element were the web layers. I did this for left nav and top nav and it is working.

    Any thoughts?
