Yes, I figured that out.
I made a work around for now. I create page 1 with the nav, states and web layers. I then duplicate that page for all my nav page. I go back to the original page and share the layer to all pages. Go back to the other pages and delete the non-shared layer.
The states seem to be shared at that point and all I needed to create for each nav element were the web layers. I did this for left nav and top nav and it is working.
Any thoughts?

Hey Dave, great information, luv the fireworks too, wondering if you have had the chance to look at Adobe Catalyst? Do you think adobe will merge these two apps together eventually?
