★ SUPPORT MAYOR FILNER ISSUE : INFO: Mike Thaller sent this email: Interesting…NBC Channel 7 just repeated the story right out of the U-T. The evil mayor fired lobbyists leaving San Diego with no representation in Washington. No mention of the fact that the Lobbyists were working in Doug Manchester's interests. John Mattes replied: This is a clear example of how PDA/DFA can play a important role supporting our mayor. We need to provide the push back against the right and the council so that the narrative is not that of a mayor out of control but of a mayor taking on the special interests. This is our time. http://www.sandiegoreader.com/weblogs/news-ticker/2013/jan/26/california-sues-manchesters-firm-reports-show-navy/

***THUR FEB 21 at 5:30 to 8:30PM University of California San Diego, VISUAL ARTS Department presents: " 2013 ART EXHIBITION " ★ OPENING RECEPTION ★ at 6:30pm wiil commence " A Performance of Across a Tiled Pathway ", an adapted teleplay by ETHAN BRECKENRIDGE . We'd love your company to open at UCSD University Art Gallery. About the Artist ETHAN BRECKENRIDGE (b. Madison, Wisconsin, 1977) lives and works in New York. He earned his BFA from the School of Visual Arts and MFA from Columbia University. He has exhibited in galleries and institutions internationally and has produced projects for unitednationsplaza in Berlin, Germany (2006), Goethe Institut's Ludlow38 in New York (2008), the Museo Patino in Santa Cruz, Bolivia (2009), and the Sommerakademie at Zentrum Paul Klee in Bern, Switzerland (2009). Most recently, he exhibited at Greshams Ghost in Baltimore, The Zabludowicz Collection in London, UK, Thierry Goldberg Gallery in New York, and The Suburban in Chicago. - ETHAN BRECKENRIDGE, organized in collaboration with the University Art Gallery (UAG) at the University of California, San Diego. The project extends an open invitation to publics to repurpose the UAG into a negotiated space of research, dialogue, performance, sociality, and activism. The gallery becomes a place where the assumptions of participatory formats in art practice and popular culture, are thought through, discussed, performed and tested through a program of events and conditions of in/hospitable space. ★ We'd love your company parlays the open invitation into a call for program proposals as a transactional vehicle for the use and exchange of space and time by the UAG's most proximate public, the university student(s), as well as its ancillary publics, the "community." Parallel to this invitation, We'd love your company hosts a series of guest lectures, performances, and workshops that critically respond to the participatory imperative in contemporary art practices and political institutions. Alongside this programming, the performance of an adapted teleplay and the screening of a video, both produced by Breckenridge, consider projective and reflexive instances of the hospitable gesture and participation in piecemeal, narrative forms. Over the course of the exhibition, a progressive publication will document the project in a self-archiving format to become a flexible instruction manual that invites further reflection and both auspicious and dubious participation. This 2013 ART EXHIBITION is from FEB 21 thru MAY 10, 2013. FOR IMMEDIATE RELEASE https://www.facebook.com/photo.php?fbid=10151305687992572 ★ For more detailed information on these events and guests, please visit the UAG website, http://uag.ucsd.edu/talks-and-events/future.shtml ★ Contact INFO: Tel [masked] / Fax [masked] or WEBSITE: [address removed] / uag.ucsd.edu *WHERE: University Art Gallery Mandeville Center, University of California, San Diego 9500, Gilman Drive, La Jolla, CA 92093-0327   ADMISSION is FREE!

Community-based organizations and other groups are encouraged to identify one or two speakers to represent the views of the organization’s members. CPUC court reporters will transcribe all comments, which become part of the official record for the investigation.  Why: From the CPUC's Media Advisory -- "To hear from the public about whether the CPUC should remove the value of any portion of the SONGS facility from rate base, disallow rate recovery of any expenses related to the operation of SONGS, and/or make any findings of fact, conclusions of law, or orders directing SCE to take specific actions as a result of the non-operation of SONGS." Information:  Martha Sullivan, [address removed] or [masked]

In other words: Should SoCal Edison be held accountable for delaying 2 years after it told the investor community that the Steam Generator Replacement Project was completed to file the Actual Costs incurred, as ordered by the CPUC?  YES!

Should we, the captive customers of the monopolies SoCal Edison and SDG&E, be REFUNDED the hundreds of millions of dollars we have already paid through our electricity bills for these defective steam generators and be let off the hook for the rest of the $700 Million cost of these flawed-design steam generators NOW? YES! Should we also be REFUNDED the hundreds of millions of dollars we have already paid through our electricity bills for all the inspections, regulatory costs, and Replacement Power that Edison's defective design for these replacement steam generators has cost us over the past YEAR?

And be let off the hook in future? YES!   Should Edison be STOPPED from running up the bills in the hundreds of millions of dollars to get the defective San Onofre Unit 2 nuclear reactor ready to restart, in advance of the requisite approval by the U.S. Nuclear Regulatory Commission? YES!

Should these two defective Nuclear Reactors be DECOMMISSIONED NOW rather than continue as a financial burden to Edison's and SDG&E's captive customers and to hinder California's deliberate innovations toward a renewable-energy economy?  YES!   (NOTE:  we have already paid $3 Billion into the Decommissioning Trust Fund for this nuclear power plant through our electric bills.) Do we NEED the California Public Utilities Commission to ACT NOW to protect Californians from unreasonable rates for, and unreliable service from, these defective nuclear reactors? YES!

ALSO >>>> Per the CPUC Media Advisory: "From 2 p.m.-3 p.m., elected representatives and government officials will be given priority for public comment, particularly [but not only] about the effectiveness of SCE’s community outreach and coordination with local emergency preparedness in areas surrounding SONGS." OTHERS can also comment on this, too!   SCE sees "community outreach" differently than the customers it serves.  They see it as a treasure chest of funds to polish their tarnished image through targeted public relations campaigns, including donations to various community groups and costly advertising to tout the "safety" of the innocuously acronymed "SONGS".   The community sees "community outreach" as educating the public about crucial safety and evacuation procedures in the event of an accident.  The latter view of "community outreach" has not been achieved despite the funds dedicated for that purpose.

IMPORTANT INFORMATION regarding "local emergency preparedness in areas surrounding SONGS":  Most County hospitals do not have the needed radiation detectors to properly shelter-in-place, nor provide decontamination services on a large scale, and none of the nearly 100 Community Clinics in the area have the training or ability to shelter in place for a radiological event; neither do most skilled nursing facilities.   Our teachers and school administrators have not been trained nor have the ability to shelter-in-place at our schools, and we still don’t know how to shelter in place children on a field trip, on a school bus, or at a high school football game.  We still haven’t figured out how to decontaminate the inside of an ambulance nor police/sheriff’s cars, or how to protect first responders out in the field during an event.  We still haven’t figured out how to communicate a large scale radiological event to the multi-cultural population which speaks 85 different languages in San Diego County alone.  All of these issues require intensive education and training which costs taxpayer dollars, and in tight budgets health facilities have to prioritize Emergency Respsonse to issues such as disease outbreaks or natural disaster related issues such as fire and earthquakes.  Federal HRSA funding to hospitals for Emergency Preparedness and Response training and equipment is scheduled to end   THIS YEAR. ★ # III. VERA, DFA MEMBER >>> Important petition to stop radioactive waste from getting into the items we use everyday. They are trying to get this through without the public becoming aware of this hazard. In the comments section I wrote:

First they used radioactive waste in ammunition leaving Iraq dealing with radiation related illness and high levels of birth abnormalities. Now they are bringing this hazard home. What has happened to the value of human life in our society? You may want to add comments of your own to stop this impending hazard to our health. They seem intent on finding ways to avoid expensive storage of radioactive waste.

Dear MoveOn member, U.S. Dept of Energy Secretary Steven Chu plans to dump 14,000 tons of radioactive scrap metal into the marketplace for use in the manufacturing of consumer products.1 This means that your everyday purchases, such as silverware, zippers, belt buckles, eyeglass frames, jewelry, watches, toys, pet bowls, and leashes could soon be made with radioactive scrap metal. This action is being fast-tracked, with little regard for public comment. The deadline for a decision is this Monday, February 11. That's why I created an emergency petition on SignOn.org to Secretary of Energy Steven Chu, which says: Stop the Department of Energy plans to use 14,000 tons of radioactive scrap metals in the manufacturing of consumer products. There is no safe level of radiation. Keep nuclear waste out of my home and workplace! Click here to add your name to this petition, and then pass it along to your friends.

★ # V. THE TWO BIGGEST DEBT HOLDERS IN CONGRESS: Interesting article in Open Secrets about the two biggest debt holders in congress – both in San Diego County. Below is clipped from a longer article at: http://www.opensecrets.org/news/2013/02/congress-liabilities.html?utm_source=CRP+Mail+List&utm_campaign=b02168333e-Newsletter_2_14_2013&utm_medium=email

" BIG WEALTH, BIG DEBTS "

Ranking No. 1 in congressional debt for 2011 was Rep. Darrell Issa (R-Calif.), who made a fortune in the car alarm business and has frequently appeared at the top of OpenSecrets.org's list of wealthiest lawmakers (this year he's ranked number two with an average estimated net worth of $480.3 million). Issa owed at least $100 million on two personal loans from Union Bank and Merrill Lynch, but his office to a request for comment on the reason for the loans. Does it make sense that the richest lawmakers would also hold some of the largest debts? Absolutely, according to several sources knowledgeable about wealth management who spoke to OpenSecrets.org. The type of borrowing wealthy people do is often different from the borrowing of the average American, said Allen Laufer, director of financial planning at Silvercrest Asset Management, a financial advisory firm that specializes in helping wealthy families. "Certainly in my experience, we find wealthy people borrow because it's advantageous to do so," Laufer said, in contrast to borrowing to help pay for purchases that are beyond the borrower's means. A large debt may signal a sophisticated financial strategy and opportunity, rather than economic distress, he said. "It's a different kind of borrowing -- one that either enhances returns (on investments) or it is maybe for estate or gift tax planning," Laufer said. Often, wealthy people are able to borrow money at a very low interest rate not generally available to the public; they then invest the funds in something with a higher rate of return. For example, Laufer said, money can currently be borrowed from a family trust at an interest rate of roughly 1 percent.

A distant second to Issa among the biggest debtors of 2011 was freshman Rep. Scott Peters (D-Calif.), whose combined liabilities totaled between $18 million and $90 million. As with Issa, that's not much compared to his overall personal wealth, which, including that debt, we estimate to have been, on average, about $86.2 million. Peters' debts are cryptic: Some lines say nothing more than "CALL SPX - SHORT," for example. Two financial experts we talked to said it appeared that Peters may have been borrowing to short sell an S&P index fund. Several similar entries use different acronyms that could refer to different funds. But Peters' office would provide no further information when we called multiple times. "Scott has complied fully with his reporting requirements and supports this process for government transparency," his communications director, Taylor Lavendar, said in an email. "Voters will have the information they need to be confident he's acting in their best interest and in the best interest of the country."

★ # V. THE YOUNG TURKS ACTION: "  TO RESTORE TRUE DEMOCRACY IN THE UNITED STATES  "   : WEBSITE: http://www.wolf-pac.com/

THE  YOUNG TURKS PROJECT: To restore true democracy in the United States by pressuring our State Representatives to pass a much needed 28th Amendment to our Constitution which would end corporate personhood and publicly finance all elections in our country. There are only 2 ways to amend the Constitution. (1) Go through our federal government (2) Go through our State Legislators via an Article V. Convention.

Wolf PAC (ACTIVE MEMBERS OF TYT) believes that we can no longer count on our federal government to do what is in the best interest of the American people due to the unfettered amount of money they receive from outside organizations to fund their campaigns. We point to the failure of the Disclose Act as rock solid evidence that this would be a total waste of our time, effort, and money. We also point to the recent decision by the US Supreme Court to not even hear a case filed by Montana claiming it did not have to abide by Citizens United, as proof that state legislation is not a suffient measure to solve this problem. We believe that we have no choice but to put an amendment in the hands of our State Representatives who are not, at this moment in time, completely blinded by the influence of money and might actually do what 86% of the country wants...take away the massive influence that money has over our political process. ★★★ RESOLUTION SUBMITTED BY THE YOUNG TURKS & THE WOLF-PAC MEMBERS! ★★★

★IF WE GET 38 states to pass this resolution, THIS RESOLUTION MUST be introduced in Congress! ★

★★★★★   RESOLUTION TO BE INTRODUCE IN EVERY STATE LEGISLATURE!   ★★★★★

Texas HCR-25

WHEREAS, it was the stated intention of the framers of the Constitution of the United States of America that the Congress of the United States of America should be "dependent on the people alone." (James Madison, Federalist 52); and, WHEREAS, that dependency has evolved from a dependency on the people alone to a dependency on those who spend excessively in elections, through campaigns or third-party groups; and,

WHEREAS, the United States Supreme Court ruling in Citizens United v. Federal Election Commission, 558 U.S. 310 (2010) removed restrictions on amounts of independent political spending; and,

WHEREAS, the removal of those restrictions has resulted in the unjust influence of powerful economic forces, which have supplanted the will of the people by undermining our ability to write our own laws, determine the fate of our state, and choose our political leadership; and

WHEREAS Article V of the United States Constitution requires the United States Congress to call a convention for proposing amendments upon application of two-thirds of the legislatures of the several states for the purpose of proposing amendments to the United States Constitution; and WHEREAS the State of Texas sees the need for a convention to propose amendments in order to address concerns such as those raised by the decision of the United States Supreme Court in Citizens United v. Federal Election Commission (2010) 130 S.Ct. 876 and related cases and events including those occurring long before or afterward or for a substantially similar purpose, and desires that said convention should be so limited; and WHEREAS the State of Texas desires that the delegates to said convention shall be comprised equally from individuals currently elected to state or local office, or be selected by election in each Congressional district for the purpose of serving as delegates, though all individuals elected or appointed to federal office, now or in the past, be prohibited from serving as delegates to the Convention, and intends to retain the ability to restrict or expand the power of its delegates within the limits expressed above; and WHEREAS the State of Texas intends that this be a continuing application considered together with applications calling for a convention currently pending in the before the 188th Massachusetts legislature as HD.2684 and the 88th Minnesota legislature as S.F. No. 17, and all other passed, pending, and future applications, the aforementioned concerns of Texas notwithstanding until such time as two-thirds of the Several States have applied for a Convention and said Convention is convened by Congress;

Therefore, be it resolved, that the legislature of the State of Texas, speaking through its legislature, and pursuant to Article V of the United States Constitution, hereby petitions the United States Congress to call a Convention for the purpose of proposing Amendments to the Constitution of the United States of America as soon as two-thirds of the several States have applied for a Convention; and Be it further resolved, that the Chief Clerk of the Texas House of Representatives transmit copies of this resolution to the President and Vice President of the United States, the Speaker of the United States House of Representatives, the Minority Leader of the United States House of Representatives, the President Pro Tempore of the United States Senate, to each Senator and Representative from Texas in the Congress of the United States, to the Governor of each State, and to the presiding officers of each legislative body of each of the several States, requesting the cooperation of the several States in issuing an application compelling Congress to call a convention for proposing amendments pursuant to Article V of the United States Constitution.

University of California San Diego VISUAL ARTS DEPT. PRESENTS 2013 ART EXHIBITION

★ We'd love your company to open at UCSD University Art Gallery ★

★ FOR IMMEDIATE RELEASE https://www.facebook.com/photo.php?fbid=10151305687992572

★ We'd love your company to open at UCSD University Art Gallery ★

★ FROM FEB 21 thru MAY 10, 2013 EXHIBITION - On exhibition from February 21 through May 10, 2013, We'd love your company is a new project with New York-based artist ETHAN BRECKENRIDGE, organized in collaboration with the University Art Gallery (UAG) at the University of California, San Diego.

★The physical walls of the gallery, which previously served to delineate separate display spaces and to maximize surface area for exhibition of artworks, are cut out and reconstructed to provide a physical platform, as well as other ambiguous grounded structures, that invite indeterminate use. Translucent scrims, scattered throughout the newly opened space, allow guests to erect mutable enclosures and barriers, while life-size figures, enlarged from architectural models, populate the space as its imagined and real participants. Through this redesign, Breckenridge acts as architect and host to ambivalent inhabitation by all guests and collaborators - both allied and adversarial, idealized and actualized.

We'd love your company parlays the open invitation into a call for program proposals as a transactional vehicle for the use and exchange of space and time by the UAG's most proximate public, the university student(s), as well as its ancillary publics, the "community." Parallel to this invitation, We'd love your company hosts a series of guest lectures, performances, and workshops that critically respond to the participatory imperative in contemporary art practices and political institutions. Alongside this programming, the performance of an adapted teleplay and th screening of a video, both produced by Breckenridge, consider projective and reflexive instances of the hospitable gesture and participation in piecemeal, narrative forms.

Over the course of the exhibition, a progressive publication will document the project in a self-archiving format to become a flexible instruction manual that invites further reflection and both auspicious and dubious participation.

An opening reception with the artist will take place on February 21, 5:30 - 8:30pm, and a performance of Across a Tiled Pathway will commence at 6:30pm.

★Call for Proposals:

Members of publics are invited to propose event programs as part of, or separate from, the exhibition. We welcome all proposals! VII. From John Hartley : [address removed] Subject: Clean Elections Campaign - It's time to finish it!

Neighborhoods for Clean Elections - "Back in the saddle!" Hi Everyone "Let the word go out far and wide!"

We have restarted our clean elections campaign for the City of San Diego!

Our campaign went dark at the beginning of 2012 as we realized that we did not have the strength and energy to put a clean elections initiative on the November 2012 ballot. This was after our long term campaign effort where we signed up over 500 people as supporters of cleanelections and earned the endorsements of 12 town councils on top of the endorsement of Common Cause, the Sierra Club, the League of Women Voters and the local Labor Council. Our goal now is to build on the work we have done in the past over the next three years, put a citizen's initiative for clean elections on the 1916 presidential ballot and win that campaign! As you know, the need to counter the destructive forces of big money has gotten greater over the past year with the full implementation of Citizen's United around the country, including right here in San Diego! A clean elections victory here in San Diego, would not only give our neighborhoods a greater say in their own neighborhoods and in the overall affairs of the city, but would provide a beacon of hope to all those across the state and nation who are appalled at the onslaught of secret, big money contributions trying to buy government at the expense of the average person. We realized that this campaign will take a lot of effort. We will need your help in any way that you can help. We particularly need the following:

First, we will need to raise a lot more money than the $9,800 that we have raised. You can help financially either in a small way or a big way by going to our web page: www.sdcleanelections.org and following the directions on how to contribute. Second, we need volunteer help in two main areas: research and outreach. If you are willing to research clean election happenings around the nation, please let me know. And we will need help with outreach to the various groups around the city. If you are willing to help with this, please let me know. I might also suggest that if you would like training in organizing or in specific areas like public speaking or in local politics, let me know and we can work out a tailored program that would fill your needs and help forward our clean elections campaign at the same time.

And finally, I would like to share with you how you can contact our campaign or follow up nationally on clean elections. Our web page is www.sdcleanelections.org and this site was built to help the organizer. You can always contact me at [masked] or [address removed]. If I am not in, leave me the best number and time to call you and I will get back to you. The best source for updates on clean elections around the nation is Public Campaign's web page at: www.publicampaign.org Thanks again for your support. This country was founded on the principle of "all men are created equal." To implement this principle, we believe that all Americans have the right to have a say in their elected government and we believe that clean elections empowers that right. John Hartley - Campaign Coordinator: Neighborhoods for Clean Elections

We had the first PDA Progressive Central at UDC-DCSL in 2005. Please check out their splash page for activists at: http://www.law.udc.edu/page/justice and feel free to write our friendl Joe at [address removed] for more information. XII. ★ GUN CONTROL ★: “We’re going to have to come together and take meaningful action to prevent more tragedies like this, regardless of the politics.” --President Obama Hours after the horrific school shooting in Newtown, Connecticut that claimed 28 lives, including 20 children, President Obama promised the nation he would take action. The harsh truth is that we’ve heard this promise before. After Aurora. After Tucson. After Virginia Tech. After Columbine. Promises are not enough. We need action -- and we need your help to make sure that this time the president follows through. Forward this email and ask your friends and family to join more than 300,000 in signing our petition to Demand A Plan: www.DemandAPlan.org Click here: https://www.facebook.com/sharer/sharer.php?u=http://www.demandaplan.org/newtown -- To share the Demand A Plan petition on Facebook. That means more than 48,000 Americans will be murdered with guns in the President Obama’s second term -- and he has no plan to address gun violence. Now is the time to talk about guns. Now is the time to prevent more pointless deaths. Now is the time to Demand A Plan to end gun violence. XIV. STOP MEDIA CONSOLIDATION! SENATOR BERNIE SANDERS is leading a fight against a Federal Communications Commission proposal to allow fewer and fewer news media conglomerates to control more and more television stations, radio stations and newspapers. “We’re going to do everything we can to prevent it from happening,” Bernie told Bill Moyers in an interview that will air this weekend on Moyers & Company. Media concentration limits the public's access to unbiased information about important issues, drowns out independent voices, hurts local news and community affairs coverage, eliminates competition and discourages diversity in ownership. The FCC could issue an order on the rule change as early as January. You can help stop the FCC by signing Bernie’s petition go to: http://www.sanders.senate.gov/petition/?uid=76f1a6c9-0caa-47ce-9171-6b62ccbbfd3a Watch a preview of Moyers & Company » Check your local listings for Moyers & Company » •

XVI . MUCH BETTER CHOICES NEWSLETTER: www.MuchBetterChoices.com
It's a new day - Our Candidates and Propositions Won!
Now they have to govern.... ...and we need to help them!
What's in this issue?
Now that our favorite candidates are in office how can we help them?
Mayor Filner.

Join in with the PDA. Facebook tip Help us gain ground for our candidates and office holders Got ideas, or need help? Friend us and like us on Facebook and post videos and comments on your Facebook page.

Thanks!!! With your participation we tried new things. We had major successes. Now we need to help our new office holders govern and then get re-elected!

As we mentioned in our last Newsletter, we all need to pat ourselves on the back for the work we did using social media to get the word out about our favored candidates. ...and they all won!!!
It is very unlikely that the Republicans are sitting around feeling sorry for themselves. They will be studying what we did and making every attempt to one-up us in the next elections.
In the meantime, we have a task that we haven't had a lot of experience with. Along with working on a re-election strategy for our office holders, we have a new task of helping them govern.

Mayor Filner's new director of open government, Donna Frye, has already met with us at the December PDA meeting and she asked for our help. So, we will start with Mayor Filner and as our successes rack up we will add other office holders to our strategy.
We have every intention of continuing to use the Social Media Network that we all created and was so successful during the election cycle.
But, first we need to get together and work out strategy and discuss exactly what we want to accomplish.

Defending Mayor Filner; Advancing a Progressive Agenda While we all have been successful in helping elect the first Democratic mayor of San Diego in years, we can not afford to sit back
. Mayor Filner is already under attack from Republican special interests and right-wing media and needs our support. Mayor Filner came into office only to find that the claims of the former mayor about a budget surplus was a myth and that in fact the city is over $30,000,000.00 in debt.
Add to that the city council recently granted to special interests huge corporate welfare benefits that will cost taxpayer millions. Corporate interests, convinced the city council to give corporate welfare handouts to the visitors bureau and to a well connected hotel group. Both actions will cost taxpayers dearly. The bottom line is that Mayor Filner can not count on the city council to advance progressive programs. He needs our active support.

We can support the mayor in two ways.

First, we must proactively push back against the special interests and Republican media that still assume they run the city.
Second, we must be working to promote progressive ideas that can be implemented in our city. Our time is now. We must think of what can be done to make our city and county truly the finest. We can take ideas from other cities that implemented programs that work.
Programs for a greener city Programs that protect our city in a cost effective way Programs that develop transportation systems that do not just pour more concrete for cars Programs that protect our housing and our neighborhoods

We can do but we must all join in now. The San Diego Progressive Democrats of America Metro Chapter (PDA) is gearing up to do all this. Will you join in? We need you now more than ever.

On Wednesday, MARCH 6th, 2013 the PDA will meet at Giovanni's Pizza at 9553 Clairemont Mesa Blvd. at 7:00PM. At this time a discussion of the above is on the agenda. FRANCINE BUSBY, Chair of the SDCounty Democratic Party will be our guest speaker.

Please join us!

The PDA/DFA meeting is the first Wednesday of every month. There is no fee to "join" but you are encouraged to have dinner there so that we don't have to pay extra for the room. We are in the process of re-chartering the PDA San Diego chapter.

If you would lo join the PDA, you can do so at www.pdamerica.org and click on "Join PDA." Other than getting occasional donation request emails, there is no charge.

Click on "Get Social" on the menu near the top of the screen. [Back to Top] Help MBC Gain New Ground for our Candidates, Office Holders, and issues We are thrilled with what we all accomplished during 2012.
