Investors Might Want To Think Twice About Oil Sands And The Promise Of Keystone XL

Posted: 11/25/2013 5:44 pm EST |  Updated: 11/25/2013 5:50 pm ES

The Keystone XL pipeline could encourage risky investments in the Alberta oil sands, according to a report released Monday by a climate change think tank.

If completed, Keystone XL would transport 800,000 barrels of tar sands oil per day from Alberta, Canada, down to Gulf Coast refineries in the United States. The Obama administration has delayed a decision on the section of the pipeline that would cross the U.S.-Canada border, which needs approval from the State Department to proceed.

Carbon Tracker's new report indicates that while Keystone XL would increase revenues for oil sands companies in the short term, the long-term profitability of tar sands is questionable, given fluctuating oil prices and growing concerns over carbon emissions. Environmental concerns may lead to increased regulations to curb emissions, the report contends, which could affect potential profits from oil sands (also known as tar sands).

But the immediate, potential windfall from Keystone may make the oil sands attractive to investors, according to Carbon Tracker co-adviser Mark Fulton.

"We're saying, 'Watch out,'" Fulton said, adding that even if Keystone XL is built, tar sands development would still be "really on the margin of what's profitable" for investors. The study describes tar sands development as "risky high-cost, high-carbon projects, dependent on rising oil prices." If investors put too much capital into Alberta oil sands and then oil prices don't meet expectations, Fulton said it could be a "very rough ride" for investors.

Environmentalists have expressed anxiety over the climate impacts of continued tar sands development. Fulton said those concerns could prompt increased environmental regulations, which could make the oil sands less profitable for investors.

It remains to be seen whether the Keystone XL pipeline will even be built. During a speech on climate change in June, President Barack Obama said carbon emissions are a key concern in the pipeline's approval. "Our national interest will be served only if this project does not significantly exacerbate the problem of carbon pollution," Obama said. "The pipeline's effect on climate will be absolutely critical to determining whether this project will go forward."

TransCanada, the company seeking to build Keystone XL, has billed the pipeline as an opportunity for the U.S. to alleviate its dependence on oil from volatile regions like the Middle East. Canada is already the largest single country and the second-largest source to supply the U.S. with foreign oil.

"U.S. producers and refiners along with Canadian companies have signed long-term (18-20 year), binding commercial contracts with customers to move oil from Canada and the U.S. to the refining hub in the Houston area," TransCanada spokesman Davis Sheremata said in an email to HuffPost. "Our customers have put millions of dollars on the line to ensure their product reaches the markets where they are needed -- now and for a long time to come."

And last week Shawn Howard, another TransCanada representative, told The Washington Post that "even with the growth of U.S. production in places like the Bakken or other fields, the U.S. will continue to rely on millions of barrels every day and KXL is a part of helping get more safe, secure and stable supplies of oil to refineries, especially on the U.S. Gulf Coast.”

However, Mark Lewis, external research adviser to Carbon Tracker, said that the benefits of Keystone XL may not come to fruition, particularly for investors. Lewis said in a statement that "the vision of improved prices it promises could quickly be wiped out by increasing costs, meaning investors who believed the mirage of improved oil-sands economics with KXL will be left disappointed."

MRFF Posts Billboard in
Colorado Springs Blasting "Gay Cure" Guru at U.S. Air Force Academy

(ALBUQUERQUE, NEW MEXICO) Responding to United States Air Force Academy (USAFA) efforts to paint a "happy face" on the widely-reported environment of fundamentalist Christian religious oppression and homophobia, on Wednesday the six-time Nobel Peace Prize-nominated Military Religious Freedom Foundation (MRFF; http://www.militaryreligiousfreedom.org) came out swinging by posting the third billboard at USAFA's doorstep in Colorado Springs, CO., within the span of little over a month. The billboard addresses the latest controversy at the scandal-ridden Academy, which has been embroiled in damage-control efforts resulting from its controversial employment of Dr. Mike Rosebush. An allegedly "ex-gay" fundamentalist Christian whose official title, according to the Air Force's own Global Address List, is "Chief, Coaching Development" at the Academy's Center for Character and Leadership Development, Rosebush has spent his life promoting and applying the universally-debunked and pseudoscientific treatment known as "reparative" or "conversion" therapy.

The latest billboard is on the west side of the 4200 block of North Nevada Ave, a little less than a quarter of a mile north of Mt View Lane, facing south. The graphic on the billboard depicts an arched rainbow, symbolizing LGBT pride, accompanied by the words "WE ASK. WE TELL. WE 'CURE!'" The arch then transforms into a straight line depicting the American Flag, with the slogan "U.S. AIR FORCE ACADEMY – GRADUATE STRAIGHT" above the flag.

In a November 19, 2013 open letter demanding Rosebush's immediate termination that was sent to Eric Fanning, the openly gay Acting Secretary of the U.S. Air Force, MRFF stated:

Rosebush has devoted his entire professional career to the bullying and harassment of the LGBTQ community, carried out under the highly dubious guise of "curing homosexuality," a sexual orientation that he likens to "addiction" and disease. Rosebush is a former vice president of the rabidly fundamentalist Christian, Colorado Springs-based Focus on the Family, one of the foremost anti-gay organizations in the country. Additionally, Rosebush has also been a clinical member of NARTH (the National Association for Research & Therapy of Homosexuality). According to the promotional materials for his book "Sanctification Coaching," Rosebush is an "expert" on fighting "unwanted same-sex attractions" among Christian men "acting upon their homoerotic temptations." The man has gained fame and notoriety by taking insipid quack science to ever-lower depths of absurdity. Indeed, the American Psychological Association (APA), in its "Resolution on Appropriate Affirmative Responses to Sexual Orientation Distress and Change Efforts," has taken great pains to underscore such "therapy" as merely the expression of prejudice and discrimination, with a basis in ignorance and the distortion or active disdain of scientific data. Even Exodus International, the organization for which Rosebush served as Professional Counselors' Network director, has publicly apologized for the harm caused by the espousal of the patently false notion that homosexuals can be "cured."

On November 21, 2013, an Academy cadet client of MRFF (whose identity is being kept confidential for fear of reprisal) condemned USAFA's "self-serving" claims of providing a welcoming atmosphere for LGB cadets, staff, and faculty as a "crock" and an affront to the human dignity of LGB personnel. Countering USAFA leaders' claims, the anonymous MRFF client stated, "Those of us who are LGB live in the worst fear of being outed at any moment and suffering for it. Maybe Rosebush can magically make us all 'ungay'? Do you know how it makes us feel to know that our school has a man like that here? And how many other Rosebushes are here?"

The MRFF currently represents 435 USAFA cadet, staff, and faculty clients, 372 of whom are practicing Protestants and Roman Catholics. 27 of these clients identify as lesbian, gay, or bisexual.

That same evening, the issue was addressed on national television by MSNBC television host Rachel Maddow, who asked "Why would a quack 'ex-gay therapist' with decades of experience doing that kind of quack 'ex-gay' therapy be hired to oversee anything, much less the mandatory counseling program for all U.S. Air Force Academy cadets?"

Maddow's guest in the approximately 13-minute segment was USAFA graduate and Rancho Mirage (CA) City Councilman Scott Hines, who underwent "conversion therapy" during his time at USAFA.

Explaining the circumstances of this "therapy," Hines said, "As is often the case, men who claim to be ex-gay are not ex-gay and my ex-gay therapist turned out to be not so ex-gay and became quite a predator... I've not talked to many people about this, Rachel, not my family, not others. It brings up a lot of emotions, and so you can imagine when I heard this week that a reparative therapist is heading these programs and put right in the middle of this ... given my experiences and what I suspect are probably the experiences of these young cadets, it was just horrifying."

Maddow's story on USAFA also featured an image of MRFF Founder and President Michael L. "Mikey" Weinstein, as well as a reference to the foundation.

A litany of religious liberty violations at USAFA exposed by MRFF over the last decade have led to alleged "thorough investigations" by the U.S. Air Force and supposed continued efforts to establish a "religious sensitivity training regimen." As recently as mid-October, 2013, Mr. Weinstein met personally with USAFA Superintendent Lt. Gen. Michelle Johnson in her offices to inform her of several very recent unconstitutional religious civil rights violations affecting cadets, staff, and faculty at USAFA. However, Weinstein has subsequently decried the recently appointed Superintendent for her inability or unwillingness to challenge the deep-rooted Christian fundamentalist dominance existing at the Academy.

LA Times: The "Elizabeth Warren Wing" Of The Democratic Party On The Ascendancy

Read this and feel good. The Los Angeles Times credits elimination of the filibuster for judicial nominees to a new class of Democrats on the ascendancy in the U.S. Senate--the "Elizabeth Warren" wing of the Party as described by one observer. While Harry Reid tried to tamp down the enthusiasm after this week's historic action, these Democrats have made it clear they have only just begun to fight. The Times calls them [P]art of a new breed of Democrats emerging in the Senate. Mostly elected after 2006, these relative newcomers have only known a Democratic-controlled Senate and have little experience with successful bipartisan cooperation, due largely to the tea party's grip on the Republican Party. Now they are hoping to become a new power center in the party, nudging the old guard to adopt more aggressive tactics in pursuit of legislative goals and largely brushing aside Republican ...

★ # 4. FROM VERA MOLDT:

There has been much coverage about Lara Logan’s inaccuracy and lack of vetting on the 60 Minutes Ben Ghazi story. Although the criticism is certainly warranted, there has not been a similar outcry about the misrepresentation of Pete Peterson in their segment on charitable millionaires.  They portrayed him a philanthropist when he represents the antithesis of philanthropy.  He is a corporate lobbyist using his “Fix the Debt” lobbying group to cut Social Security, Medicare and Medicaid in order to benefit corporations and the very wealthy.   I would encourage viewers of 60 minutes to call out the program on this serious misrepresentation of the character and intent of Pete Peterson.  I posted the following message on their website: “The producer and reporter of the program on Charitable Millionaires deserve greater disciplinary action than Lara Logan. They misrepresented the role of Pete Peterson, who is not a philanthropist.  He is a lobbyist trying to cut Social Security, Medicare and Medicaid to gain increased benefits for corporations and the 1% using resources under his "Fix the Debt" organization.  The impact of his efforts would be to increase the economic and social inequity in the United States.  He is a Robin-hood in reverse seeking to transfer more wealth from the middle and working class to the corporations and the wealthy.  60 minutes needs more careful research to ferret out who these people they feature really are and what they represent.”

★ # 5.  Elizabeth Warren <[address removed]> Subject: Why were these women filibustered?

Carol,

It hasn't been even a month since the Republicans shut down the government, and they're already trying to paralyze the government again.

There are vacancies on the DC Circuit Court of Appeals, and Republicans now hold the dubious distinction of filibustering all three women that President Obama nominated to fill those vacancies.

They all have extraordinary legal resumes and have received bipartisan support from top litigators around the country. They are among the top legal minds of a generation.

So why have these women been filibustered? To keep this President from doing his job.

With your help, we made enough noise to finally give Rich Cordray an up-or-down vote to lead the Consumer Financial Protection Bureau. We need the same sort of pressure for our judicial nominees.

Tell the Senate: It's the President's job to nominate highly qualified people to court vacancies. It's the Senate's job to confirm them. Give our judicial nominees an up-or-down vote.

Every day in Congress, we deal with the influence of powerful groups and their armies of lobbyists. But in our democracy, when we write laws, we can push back on their power. That's how we got a strong consumer agency to level the playing field for working families after the financial crisis.

But the story doesn't end when Congress passes a law. Powerful interests don't just give up – they shift their fight to the courts. They know if they can weaken or overturn a law in court – and rig the system with sympathetic judges in lifetime positions – they turn defeat into victory.

In the next few years, the DC Circuit will decide some of the most important cases of our time – including cases that will decide whether Wall Street Reform will have real bite or whether it will just be toothless.

Swaps dealers, the securities industry, the Business Roundtable, and the Chamber of Commerce are all lining up to challenge the new rules that agencies have written to try to put some teeth in Wall Street Reform and other laws. These big industry players want business-friendly judges to help them out.

Republicans may not like Wall Street Reform. They may not like Obamacare. But Congress passed those laws, and President Obama signed those laws. It is not up to judges to overturn those laws or their associated regulations just because they don't fit the judges' policy preferences.

We need to call out these filibusters for what they are: naked attempts to nullify the results of the last Presidential election – to force us to govern as though President Obama hadn't won the 2012 election.

Tell the Senate to give President Obama's court nominees an up-or-down vote.

We are caught in a fight over the future of our courts – a fight over whether the courts will be a neutral forum that decides every dispute fairly, or whether the courts will be stacked in favor of the wealthy and the powerful.

I'm in this fight, and I hope you are too.

Thank you for being a part of this,

Elizabeth

Letters: Race for Mayor U/T San Diego - Saturday, September 28, 2013 The Sept. 23 U-T highlights the high number of donors who have contributed $1,000 to their favorite candidates for mayor.

These big-money donors are making these contributions for good government and not for buying access to the eventual winner.

If you believe that, I have bridge to sell to you.  San Diegans deserve better.  We deserve public financing or clean elections, where non-wealthy and non-special interest candidates have a chance to serve, and where all San Diegans have a chance to be represented. John Hartley Normal Heights

How to submit a letter to the editor of the Union/Tribune   To be considered for publication, a letter must include a daytime phone number and, if faxed or mailed, be signed. E-mail it to [address removed], or fax it to (619) 260-5081. You can also send it to Letters Editor, The San Diego Union-Tribune, P.O. Box[masked], San Diego, CA 92112-0191.

Because of the number of letters we receive, and to allow as many readers as possible to be published, it is the policy of the Union-Tribune to publish no more than one letter from the same author within 30 days. Letters may be edited, for length and clarity. It is also our policy to publish letters supporting or opposing a particular issue in a ratio reflecting the number received on each side. For example, if we receive three times the number of letters supporting Side A than Side B, we'll publish three times more letters supporting Side A. Letters submitted may be used in print or in digital form in any publication or services offered by The San Diego Union-Tribune, LLC.

November 13, 2013  - Alliance for Nuclear Responsibility

Neither rain (a little), nor snow (predicted) nor a broken ankle (very real) kept the Alliance from bringing your voice to Washington, D.C.

On Tuesday, Nov 12th, the Alliance for Nuclear Responsibility met with NRC Chairman Allison Macfarlane, and Office of Investigation regarding PG&E's non-compliance with their seismic design basis. The meetings gave the NRC a local perspective on the three year (and counting) waiver to update Diablo's seismic design.
We also met with Senator Boxer and Markey's staff to call on the senate to demand and explanation for this waiver.
Sorry, no photography permitted inside the NRC headquarters, but we got to keep our badges as souvenirs!

Stay tuned for a summary of our congressional visits on Wednesday and for the announcement of a new report addressing past NRC actions on seismic noncompliance.

★ # 10. Does San Diego want ALEC running the show?

Please pass this information on.  The Courage Campaign is a respected, credible progressive organization and they do their homework.  Democratic voters need to make an informed decision in the Mayoral race.

From: James Dusenberry, Courage Campaign [mailto:[address removed]]

Subject: Does San Diego want ALEC running the show?

There are no two ways about it -- losing sucks.” This is the reason given by ALEC apostle and San Diego politician Nathan Fletcher, former life-long Republican turned Independent, on why he decided to switch his registration once again and become a Democrat last year. San Diego progressives know when someone really shares their values and when someone doesn’t. A true progressive is NOT someone who was a proud conservative and a vocal ALEC supporter most of their life.

San Diego, tell ALEC that its draconian laws won't fly here, like they have in states like Texas and Indiana.

Nathan Fletcher has supported ALEC for years and fellow ALEC ally Karl Rove praised Fletcher just last year, saying, "Nathan Fletcher is a trusted conservative." ALEC (American Legislative Exchange Council) is nothing more than a front group for powerful corporations and right-wing conservatives who focus on getting state legislatures to pass bills handwritten by corporate lobbyists to benefit the 1%.

ALEC prides itself on having, as they say, “unmatched,” “unique,” and “unparalleled” influence. Every year ALEC pushes more than 1,000 bills benefiting corporations and conservatives in state legislatures across the country, including the anti-union "Right-to-Work" bills, the highly controversial "Stand Your Ground" bills, and environmental bills that increase pollution, oppose recycling laws, and seek to privatize public water. They have also given out awards to people like George W. Bush, Rick Perry, the Koch Brothers, and Scott Walker.

Lend your voice and declare that ALEC's conservative corporate legislation has no place in San Diego!

Thanks for joining this fight,

James, along with Annie, Caitlin, Eddie, Jacob C., Jacob W., Kristin, Laura, Lindsay, Michael, Paul, Sarah and Scottie (the Courage team)
