Small Business Districts Benefit from City Council Policy Change

"The new policy provides direct payment of applicable assessment funds to San Diego's Business Improvement Districts (BIDs) on a monthly basis, providing much-needed financial stability and cash flow for the organizations that work to support neighborhood small businesses. The policy change was generated by my memo to City Attorney Jan Goldsmith in January 2011. BIDs collect assessments from member businesses and previously could only access those funds on a reimbursement basis, even if they were for ongoing, approved expenses. As the representative of six of the City's BIDs -- Adams Avenue, City Heights, El Cajon Boulevard Central, El Cajon Boulevard Gateway, Hillcrest and North Park – I was troubled that some were waiting multiple months to receive reimbursements. The assessments that were collected to promote, support and strengthen business districts were being held up by unnecessary red tape, limiting the districts' abilities to perform their essential duties. I am confident that the policy approved yesterday maintains City oversight and accountability while further empowering BIDs to succeed."

There is CA State legislation called AB 750 which proposes to simply spend on the order of $150,000 to create a Task Force to just study and organize a potential California "state bank." Our own San Diego Asm. Ben Hueso is the author!

I am lobbying for it to Senate Appropriations committee members -- where it now sits. Among myriad other potential tangible benefits (described at link), an interesting psychological game-changer (imho) for a state bank is this:

Imagine every April 15th, instead of angrily writing a check to Sacramento for "State Income TAX" and feeling like I'm getting "ripped off" -- I could instead be thinking of it as "I'm making a deposit into our California State Bank" -- knowing that this check is going off do work in the fashion of "It's A Wonderful Life" and hopefully to productive uses for state infrastructure, energy, and enviro projects. Heck, even paying teacher's salaries.

This change of frame changes the way I feel, emotionally, about "investing" in California, instead of "being taxed."
