The Department of Conservation/Division of Oil, Gas, and Geothermal Resources on December 18, 2012 released a “discussion draft” of regulations for the oil and natural gas production technique known as hydraulic fracturing (“fracking”). What does “discussion draft” mean? It means that this version does not begin the formal rulemaking process. Instead, it is a starting point for discussion by key stakeholders – industry, the environmental community, other regulators, and interested members of the public – in preparation for the more formal process. These “discussion draft” regulations include provisions for pre-fracturing well testing; advance notification; monitoring during and after fracturing operations; disclosure of materials used in fracturing fluid; trade secrets; and storage and handling of hydraulic fracturing fluids.   The Department will conduct the third stakeholder workshop to receive input on the “discussion draft” regulations on Thursday, March 21, 2013. The meeting will run from 9 a.m. to 4 p.m. at the Capitol Plaza Holiday Inn, 300 J Street, Sacramento, CA 95814. Two additional workshops will be held, one in the Ventura Monterey area and one in the Santa Barbara area, with the dates, times and locations to be announced soon. This training is designed for activists of Asian descent who are interested in building power for working people. The AFL-CIO Organizing Institute (OI) was created in the fall of 1989 to promote and foster union organizing. Since then, the OI developed into a highly selective program to recruit and train a new generation of union organizers and has trained thousands of members and other activists who are committed to building power for working people all across this country. The OI provides an intensive classroom and PAID field training program for participants looking to become union organizers. Trainees who successfully complete the field training program are recommended by the AFL-CIO Organizing Institute to be hired by local and national unions. Annual starting salaries range from $35,000-$40,000 with excellent benefits. RESOLUTION TO BE INTRODUCE IN EVERY STATE LEGISLATURE! IF WE GET 38 states to pass this resolution, THIS RESOLUTION MUST be introduced in Congress!

WHEREAS, it was the stated intention of the framers of the Constitution of the United States of America that the Congress of the United States of America should be "dependent on the people alone." (James Madison, Federalist 52); and, WHEREAS, that dependency has evolved from a dependency on the people alone to a dependency on those who spend excessively in elections, through campaigns or third-party groups; and,

WHEREAS, the United States Supreme Court ruling in Citizens United v. Federal Election Commission, 558 U.S. 310 (2010) removed restrictions on amounts of independent political spending; and,

WHEREAS, the removal of those restrictions has resulted in the unjust influence of powerful economic forces, which have supplanted the will of the people by undermining our ability to write our own laws, determine the fate of our state, and choose our political leadership; and

WHEREAS Article V of the United States Constitution requires the United States Congress to call a convention for proposing amendments upon application of two-thirds of the legislatures of the several states for the purpose of proposing amendments to the United States Constitution; and WHEREAS the State of Texas sees the need for a convention to propose amendments in order to address concerns such as those raised by the decision of the United States Supreme Court in Citizens United v. Federal Election Commission (2010) 130 S.Ct. 876 and related cases and events including those occurring long before or afterward or for a substantially similar purpose, and desires that said convention should be so limited; and WHEREAS the State of Texas desires that the delegates to said convention shall be comprised equally from individuals currently elected to state or local office, or be selected by election in each Congressional district for the purpose of serving as delegates, though all individuals elected or appointed to federal office, now or in the past, be prohibited from serving as delegates to the Convention, and intends to retain the ability to restrict or expand the power of its delegates within the limits expressed above; and WHEREAS the State of Texas intends that this be a continuing application considered together with applications calling for a convention currently pending in the before the 188th Massachusetts legislature as HD.2684 and the 88th Minnesota legislature as S.F. No. 17, and all other passed, pending, and future applications, the aforementioned concerns of Texas notwithstanding until such time as two-thirds of the Several States have applied for a Convention and said Convention is convened by Congress;

Therefore, be it resolved, that the legislature of the State of Texas, speaking through its legislature, and pursuant to Article V of the United States Constitution, hereby petitions the United States Congress to call a Convention for the purpose of proposing Amendments to the Constitution of the United States of America as soon as two-thirds of the several States have applied for a Convention; and Be it further resolved, that the Chief Clerk of the Texas House of Representatives transmit copies of this resolution to the President and Vice President of the United States, the Speaker of the United States House of Representatives, the Minority Leader of the United States House of Representatives, the President Pro Tempore of the United States Senate, to each Senator and Representative from Texas in the Congress of the United States, to the Governor of each State, and to the presiding officers of each legislative body of each of the several States, requesting the cooperation of the several States in issuing an application compelling Congress to call a convention for proposing amendments pursuant to Article V of the United States Constitution.

Ranking No. 1 in congressional debt for 2011 was Rep. Darrell Issa (R-Calif.), who made a fortune in the car alarm business and has frequently appeared at the top of OpenSecrets.org's list of wealthiest lawmakers (this year he's ranked number two with an average estimated net worth of $480.3 million). Issa owed at least $100 million on two personal loans from Union Bank and Merrill Lynch, but his office to a request for comment on the reason for the loans. Does it make sense that the richest lawmakers would also hold some of the largest debts? Absolutely, according to several sources knowledgeable about wealth management who spoke to OpenSecrets.org. The type of borrowing wealthy people do is often different from the borrowing of the average American, said Allen Laufer, director of financial planning at Silvercrest Asset Management, a financial advisory firm that specializes in helping wealthy families. "Certainly in my experience, we find wealthy people borrow because it's advantageous to do so," Laufer said, in contrast to borrowing to help pay for purchases that are beyond the borrower's means. A large debt may signal a sophisticated financial strategy and opportunity, rather than economic distress, he said. "It's a different kind of borrowing -- one that either enhances returns (on investments) or it is maybe for estate or gift tax planning," Laufer said. Often, wealthy people are able to borrow money at a very low interest rate not generally available to the public; they then invest the funds in something with a higher rate of return. For example, Laufer said, money can currently be borrowed from a family trust at an interest rate of roughly 1 percent.

A distant second to Issa among the biggest debtors of 2011 was freshman Rep. Scott Peters (D-Calif.), whose combined liabilities totaled between $18 million and $90 million. As with Issa, that's not much compared to his overall personal wealth, which, including that debt, we estimate to have been, on average, about $86.2 million. Peters' debts are cryptic: Some lines say nothing more than "CALL SPX - SHORT," for example. Two financial experts we talked to said it appeared that Peters may have been borrowing to short sell an S&P index fund. Several similar entries use different acronyms that could refer to different funds. But Peters' office would provide no further information when we called multiple times. "Scott has complied fully with his reporting requirements and supports this process for government transparency," his communications director, Taylor Lavendar, said in an email. "Voters will have the information they need to be confident he's acting in their best interest and in the best interest of the country."

The mayor is doing what is best for those of us who don't happen to own hotels
In the last days anbd back rooms of the Sanders administration The city of San Diego gave a sweetheart deal to the Hotel and tourism industry.


They got a gaurantee of a tax on the taxpayers and visitors of San Diego. The multi-million dollar proceeds of this tax do not go towards fixing potholes or anything else to benefit San Diego City or County residents.


They go directly into the pockets of the local hotel owners and the legal counsel to the Tourism board that happens to beon the board of directors of a major Republican PAC.  This boils down to a case of public money being given to private corporate concerns.


Our Mayor knows a bad deal when he smells one.  Bob Filner is holding up payments to the interested parties until a better deal can be negotiated.


In the meantime the hotel owners have sued the city.  The county newspapers, who happen to be owned by a Hotel owner are criticizing the mayor as incompetent and a bully for the act of watching out for the rest of us.


Proactive, Rapid Response needed! Yes, I know that a Proactive response is an oxymoron, but we need to ignore that.


Please comment or email the editors of the local newspapers with something like:

If the sweetheart deal the city gave to the private hotel interests isn't bad enough, now we find some of the paid staff of the hotel district are major contributors to Republican campaigns and causes.


The paid legal counsel to the hotel district, who doesn't even live in San Diego, turns out to be on the board of directors of a  Sacramento based Republican PAC.  In other words public money (hotel taxes) which could be used to fix our streets and broken sewers goes to fund Republican candidates.


Go on-line to U-T's web site and comment on the many articles you are likely to see everyday on this issue and how bad the mayor is.  Tweet this information our and put it on your FaceBook page   Show the Mayor that you support him  Send Mayor Filner at email at BobFilner@SanDiego.gov telling him something like...

Dear Mayor Filner:

I am writing to encourage you to stand firm against the hotel special interests. For far too long special interests have used our city to collect money for their private interests. The hotels should be ashamed that they insist that they are entitled to funds that should go to our city.
More outrageously, the hotels pushed  through the council, a sweetheart deal to insure they get their payoff for another 40+ years.  How dare they!  It is time to rescind the 40 year deal and levy an honest tax that goes to repair our streets and sewers. Thank you for standing with the citizens of San Diego!


Let the City Council know you support the Mayor over the Hotel owners. Email the city council members with the same, or a very similar email as the one above that you sent to the mayor. For your own councilman, you might replace the last sentence with something like: As a citizen who voted for you, {or "who lives and votes in your district,"} I want to thank you for working in our best interest.  I live in the county and not in the city, so I will end it with something like, "who is concerned about the city,..."

With your participation we tried new things. We had major successes. Now we need to help our new office holders govern and then get re-elected!


As we mentioned in our last Newsletter, we all need to pat ourselves on the back for the work we did using social media to get the word out about our favored candidates. ...and they all won!!! It is very unlikely that the Republicans are sitting around feeling sorry for themselves. They will be studying what we did and making every attempt to one-up us in the next elections. In the meantime, we have a task that we haven't had a lot of experience with. Along with working on a re-election strategy for our office holders, we have a new task of helping them govern.
Mayor Filner's new director of open government, Donna Frye, has already met with us at the December PDA meeting and she asked for our help.

So, we will start with Mayor Filner and as our successes rack up we will add other office holders to our strategy. We have every intention of continuing to use the Social Media Network that we all created and was so successful during the election cycle. But, first we need to get together and work out strategy and discuss exactly what we want to accomplish.


Defending Mayor Filner:  Advancing a Progressive Agenda While we all have been successful in helping elect the first Democratic mayor of San Diego in years, we can not afford to sit back.


Mayor Filner is already under attack from Republican special interests and right-wing media and needs our support. Mayor Filner came into office only to find that the claims of the former mayor about a budget surplus was a myth and that in fact the city is over $30,000,000.00 in debt. Add to that the city council recently granted to special interests huge corporate welfare benefits that will cost taxpayer millions. Corporate interests, convinced the city council to give corporate welfare handouts to the visitors bureau and to a well connected hotel group. Both actions will cost taxpayers dearly. The bottom line is that Mayor Filner can not count on the city council to advance progressive programs. He needs our active support.


We can support the mayor in two ways:


First, we must proactively push back against the special interests and Republican media that still assume they run the city. Second, we must be working to promote progressive ideas that can be implemented in our city. Our time is now. We must think of what can be done to make our city and county truly the finest. We can take ideas from other cities that implemented programs that work. Programs for a greener city Programs that protect our city in a cost effective way Programs that develop transportation systems that do not just pour more concrete for cars Programs that protect our housing and our neighborhoods


We can do but we must all join in now. The San Diego Progressive Democrats of America Metro Chapter (PDA) is gearing up to do all this. Will you join in? We need you now more than ever.
On Wednesday, APRIL 3rd, 2013 the PDA will meet at *Where: Giovanni's Pizza at 9553 Clairemont Mesa Blvd. at 7:00PM.



Please join us! The PDA/DFA meeting is the first Wednesday of every month. There is no fee to "join" but you are encouraged to have dinner there so that we don't have to pay extra for the room. We are in the process of re-chartering the PDA San Diego chapter.

★ FROM FEB 21 thru MAY 10, 2013 EXHIBITION - On exhibition from February 21 through May 10, 2013, We'd love your company is a new project with New York-based artist ETHAN BRECKENRIDGE, organized in collaboration with the University Art Gallery (UAG) at the University of California, San Diego. The project extends an open invitation to publics to repurpose the UAG into a negotiated space of research, dialogue, performance, sociality, and activism. The gallery becomes a place where the assumptions of participatory formats in art practice and popular culture, are thought through, discussed, performed and tested through a program of events and conditions of in/hospitable space.
★T he physical walls of the gallery, which previously served to delineate separate display spaces and to maximize surface area for exhibition of artworks, are cut out and reconstructed to provide a physical platform, as well as other ambiguous grounded structures, that invite indeterminate use. Translucent scrims, scattered throughout the newly opened space, allow guests to erect mutable enclosures and barriers, while life-size figures, enlarged from architectural models, populate the space as its imagined and real participants. Through this redesign, Breckenridge acts as architect and host to ambivalent inhabitation by all guests and collaborators - both allied and adversarial, idealized and actualized.



We'd love your company parlays the open invitation into a call for program proposals as a transactional vehicle for the use and exchange of space and time by the UAG's most proximate public, the university student(s), as well as its ancillary publics, the "community." Parallel to this invitation, We'd love your company hosts a series of guest lectures, performances, and workshops that critically respond to the participatory imperative in contemporary art practices and political institutions. Alongside this programming, the performance of an adapted teleplay and th screening of a video, both produced by Breckenridge, consider projective and reflexive instances of the hospitable gesture and participation in piecemeal, narrative forms.



Over the course of the exhibition, a progressive publication will document the project in a self-archiving format to become a flexible instruction manual that invites further reflection and both auspicious and dubious participation.



An opening reception with the artist will take place on February 21, 5:30 - 8:30pm, and a performance of Across a Tiled Pathway will commence at 6:30pm.
