★ ★ ★ Last week, a bipartisan group of eight senators introduced a bill that could pave the way toward passing comprehensive immigration reform.  OFA supporters across the country are doing what they do best -- organizing to get the word out about this reform bill. We're hosting a major Day of Action the first week of May, and we want your help in getting people to be a part of it.   Will you come out to a phone bank in La Mesa on Tuesday and ask folks to get involved? Here are the details:  What: Immigration phone bank in La Mesa  Where: 5500 Grossmont Center Drive La Mesa, CA 91942  When: Tuesday, April 23rd 11:00 am    This is a huge moment for President Obama and for anyone who believes we need to fix our broken immigration system. The President made it clear last year that comprehensive immigration reform is a big part of his agenda -- and we can help him keep that promise to the American people.  Even more importantly: We can literally change the lives of millions of immigrants and DREAMers -- including the 11 million people currently living in the shadows. This bill will go a long way toward securing our borders, providing a pathway to citizenship, and reducing the current backlog of applications.  And here's the best part: It's absolutely achievable. ***SAT APRIL 27 at  10: 00AM " Democratic Club of C’bad-O’Side " FRANCINE BUSBY , new chair of the San Diego County Democratic Party, will be speaker.  She’ll give us a rundown on their plans for the rest of 2013.  Also at the meeting will be Cody Campbell and Zack Beck. These bright young men, mid-20s, are among the youngest to be elected in the State in the Nov. elections.  Cody is on the Vista City Council and Zack is the Oceanside City Clerk.   A good number of our members attended the State Democratic Convention last weekend.  They report that it was a superb gathering, from which they came away with some new ideas and freshly stoked enthusiasm.

DEMCCO’S own powerhouse and Political Action Chair, Pat McFarlane, won the “Volunteer of the Year” award, and there’s no one more deserving.  Congratulations, Pat.

Special Events Chair, Vince Loughney, will be signing up volunteers to work in DEMCCO’s booth at the Carlsbad Village Faire on Sunday, May 5. Please think about helping out.   You don’t need to be a member.  This is always a day of high energy and fun, and a chance to really get to know some of the more involved and enthusiastic Democrats in the area.

WHEREAS, it was the stated intention of the framers of the Constitution of the United States of America that the Congress of the United States of America should be "dependent on the people alone." (James Madison, Federalist 52); and, WHEREAS, that dependency has evolved from a dependency on the people alone to a dependency on those who spend excessively in elections, through campaigns or third-party groups; and,

WHEREAS, the United States Supreme Court ruling in Citizens United v. Federal Election Commission, 558 U.S. 310 (2010) removed restrictions on amounts of independent political spending; and,

WHEREAS, the removal of those restrictions has resulted in the unjust influence of powerful economic forces, which have supplanted the will of the people by undermining our ability to write our own laws, determine the fate of our state, and choose our political leadership; and

WHEREAS Article V of the United States Constitution requires the United States Congress to call a convention for proposing amendments upon application of two-thirds of the legislatures of the several states for the purpose of proposing amendments to the United States Constitution; and WHEREAS the State of Texas sees the need for a convention to propose amendments in order to address concerns such as those raised by the decision of the United States Supreme Court in Citizens United v. Federal Election Commission (2010) 130 S.Ct. 876 and related cases and events including those occurring long before or afterward or for a substantially similar purpose, and desires that said convention should be so limited; and WHEREAS the State of Texas desires that the delegates to said convention shall be comprised equally from individuals currently elected to state or local office, or be selected by election in each Congressional district for the purpose of serving as delegates, though all individuals elected or appointed to federal office, now or in the past, be prohibited from serving as delegates to the Convention, and intends to retain the ability to restrict or expand the power of its delegates within the limits expressed above; and WHEREAS the State of Texas intends that this be a continuing application considered together with applications calling for a convention currently pending in the before the 188th Massachusetts legislature as HD.2684 and the 88th Minnesota legislature as S.F. No. 17, and all other passed, pending, and future applications, the aforementioned concerns of Texas notwithstanding until such time as two-thirds of the Several States have applied for a Convention and said Convention is convened by Congress;

The mayor is doing what is best for those of us who don't happen to own hotels
In the last days anbd back rooms of the Sanders administration The city of San Diego gave a sweetheart deal to the Hotel and tourism industry.


They got a gaurantee of a tax on the taxpayers and visitors of San Diego. The multi-million dollar proceeds of this tax do not go towards fixing potholes or anything else to benefit San Diego City or County residents.


They go directly into the pockets of the local hotel owners and the legal counsel to the Tourism board that happens to beon the board of directors of a major Republican PAC. This boils down to a case of public money being given to private corporate concerns.


Our Mayor knows a bad deal when he smells one. Bob Filner is holding up payments to the interested parties until a better deal can be negotiated.


In the meantime the hotel owners have sued the city. The county newspapers, who happen to be owned by a Hotel owner are criticizing the mayor as incompetent and a bully for the act of watching out for the rest of us.


Proactive, Rapid Response needed! Yes, I know that a Proactive response is an oxymoron, but we need to ignore that.

If the sweetheart deal the city gave to the private hotel interests isn't bad enough, now we find some of the paid staff of the hotel district are major contributors to Republican campaigns and causes.


The paid legal counsel to the hotel district, who doesn't even live in San Diego, turns out to be on the board of directors of a Sacramento based Republican PAC. In other words public money (hotel taxes) which could be used to fix our streets and broken sewers goes to fund Republican candidates.

More outrageously, the hotels pushed through the council, a sweetheart deal to insure they get their payoff for another 40+ years. How dare they! It is time to rescind the 40 year deal and levy an honest tax that goes to repair our streets and sewers. Thank you for standing with the citizens of San Diego!


Let the City Council know you support the Mayor over the Hotel owners. Email the city council members with the same, or a very similar email as the one above that you sent to the mayor. ★ # 7. On Earth Day, where does Obama’s environmental record stand? What better day than Earth Day — the 43rd incarnation — than to ask where President Obama’s environmental record stands at this point in his presidency, and what are the most important decisions that lie ahead of him during his second term.  It’s Earth Day. AFP/Getty photo First, let’s look at where he has taken action. 1. Reducing pollution from cars and light trucks. The administration has taken two major steps to clean up the U.S. passenger vehicle fleet.

First, the Environmental Protection Agency and Transportation Department have cut greenhouse gas emissions from cars and light trucks, demanding that by 2025 the U.S. auto fleet must average 54.5 miles per gallon. Then, late last month, EPA proposed imposing stricter fuel and equipment standards on American autos that would reduce the amount of sulfur in U.S. gasoline by two-thirds and impose fleet-wide pollution limits on new vehicles by 2017. Car manufacturers have supported these initiatives, while oil refiners have opposed them as imposing too heavy a cost on their industry. 2. Curbing harmful emissions from power plants. EPA has taken aim at utilities–many of which are powered by coal and have been operating for more than 30 years–on multiple fronts. In December 2011 the agency  required coal- and oil-fired power plants tocontrol emissions of mercury and other poisons for the first time. The rule, which was two decades in the making, applies to about 40 percent of the country’s roughly 1,400 coal- and oil-fired utilities that lack modern pollution controls. A year later it tightened the nation’s soot standards by 20 percent, reducing the sort of fine particle pollution leading to heart and lung disease. And on Friday EPA issued new rules limiting the kind of water utilities can discharge from hundreds of power plants. These rules, along with other initiatives aimed at governing mine waste disposal, have prompted many coal industry officials and their allies in Congress to accuse the administration of waging a “War on Coal.” 3. Adopting a broad policy for managing the nation’s ocean waters. Just last week the administration finalized its National Ocean Policy, which aims to coordinate the work of more than two dozen agencies and reconcile competing interests including fishing, offshore energy exploration and recreational activities. 4. Supporting renewable energy development. President Obama touts the fact that the amount of U.S. renewable energy doubled during his first four years in office. The administration has given billions of dollars to the wind, solar and geothermal industries through both direct subsidies and in the form of tax credits, and it has worked to streamline the permitting process on public lands and in federal waters. At least 10,000 megawatts of onshore renewable energy has been permitted on federal land already. Renewable industry advocates have embraced these policies while Republicans point to the failure of Solyndra, the solar manufacturer which cost taxpayers more than $500 million, as an example of why the U.S. shouldn’t provide financial backing for this industry. Now to what the Obama Administration is in the midst of doing related to the environment. 1. The first-ever greenhouse gas emission limits for power plants. A year ago EPA proposed a new standard greenhouse gas standard would have required any new power plant to emit no more than 1,000 pounds of carbon dioxide per megawatt hour of electricity produced; a week and-a-half ago the agency said it would delay finalizing the rule, as it is still reviewing more than 2 million comments on it. A new smog rule. In September 2011, Obama decided to pull back an EPA proposal to limit ozone emissions linked to smog, on the grounds that it would hurt the economy and the government would revisit the issue in 2013 anyway. This year the agency must identify its new smog standard, which would improve air quality but potentially limit economic development in regions across the country. 3. Regulating coal ash waste. Produced by 431 coal-fired power plants, which supply 36 percent of the nation’s electricity, coal ash piles up at the rate of 140 million tons a year. The EPA has been looking at this issue ever since. Nearly three years ago the agency outlined three possible rules for storing and disposing of coal ash, but none have become final. The first would designate it a hazardous waste; the other two would regulate it as a solid waste. And now, what the Administration may or may not do. 1. A presidential permit for theKeystone XL pipeline project. Sometime this year, likely in the fall, the State Department will have to decide if it will let TransCanada build a pipeline that crosses the Canada-U.S. border. Proponents said the pipeline is the safest and most efficient way to transport crude oil from Canada’s oil sands region to Gulf Coast refineries, while generating short-term, high-paying  construction jobs and ensuring a steady oil supply from one of our closest allies. Critics argue it will speed development of a carbon-intense form of oil that will exacerbate climate change, and could still spill on ecologically-sensitive habitat. Obama is likely to weigh in personally on the decision, which has been the subject of intense political debate for more than two years. 2. Curbing greenhouse gas emissions from existing power plants. More than any other action, the single biggest climate policy Obama could undertake would be to impose limits on greenhouse gas emissions from utilities now in operation. The president has not yet said whether he will pursue this course, but EPA has given every indication it plans to pursue this policy in concert with the states over the course of the next year. No matter what the administration does, this will provoke a major political and legal battle. 3. Weigh in on whether large-scale mining operations can take place inAlaska’s Bristol Bay watershed. EPA is now reviewing whether a proposed gold mine near Alaska’s Bristol Bay would harm wild salmon habitat so significantly it should invoke the Clean Water Act to declare the area off-limits. Backers of the mining project proposed by Northern Dynasty Minerals, a Canadian company, say it would be inappropriate for EPA to weigh in before the firm formally requests a permit. As a second-term president, Obama is under intense pressure to deliver to the environmental constituency that helped him win reelection last fall. CREDO Mobile political director Becky Bond, whose group is lobbying against the Keystone pipeline, wrote in an e-mail, “If President Obama approves the Keystone XL pipeline over all of the scientific evidence, it will be remembered by history just as poorly as President Bush’s invasion of Iraq, which was based on deceptive information and burdened us with enormous financial and human cost.” And Sen. Sheldon Whitehouse (D-R.I.), said in a statement that while the president’s investment in clean energy and vehicles rules have been significant “he can’t stop there.” “President Obama has said that failing to respond to climate change would ‘betray our children and future generations,’ and I know he strongly believes that,” Whitehouse said. “I hope the President continues to follow through on his commitment to address climate change, including establishing carbon pollution standards for new and existing power plants and setting efficiency standards for appliances.” Even Luke Popovich, a spokesman for the National Mining Association, said Obama is in a tough position when it comes to reconciling his economic and environmental goals. “He is in an unenviable position,” Popovich wrote in an e-mail, “trying to rescue the economy and help the millions shut out of the job market at the same time he wrestles with environmental issues that could aggravate the problem if taken too far.”   Posted by Juliet Eilperin on April 22, 2013 at 2:21 pm

The mayor is doing what is best for those of us who don't happen to own hotels
In the last days anbd back rooms of the Sanders administration The city of San Diego gave a sweetheart deal to the Hotel and tourism industry.


They got a gaurantee of a tax on the taxpayers and visitors of San Diego. The multi-million dollar proceeds of this tax do not go towards fixing potholes or anything else to benefit San Diego City or County residents.


They go directly into the pockets of the local hotel owners and the legal counsel to the Tourism board that happens to beon the board of directors of a major Republican PAC. This boils down to a case of public money being given to private corporate concerns.


Our Mayor knows a bad deal when he smells one. Bob Filner is holding up payments to the interested parties until a better deal can be negotiated.


In the meantime the hotel owners have sued the city. The county newspapers, who happen to be owned by a Hotel owner are criticizing the mayor as incompetent and a bully for the act of watching out for the rest of us.


Proactive, Rapid Response needed! Yes, I know that a Proactive response is an oxymoron, but we need to ignore that.


Please comment or email the editors of the local newspapers with something like:

If the sweetheart deal the city gave to the private hotel interests isn't bad enough, now we find some of the paid staff of the hotel district are major contributors to Republican campaigns and causes.


The paid legal counsel to the hotel district, who doesn't even live in San Diego, turns out to be on the board of directors of a Sacramento based Republican PAC. In other words public money (hotel taxes) which could be used to fix our streets and broken sewers goes to fund Republican candidates.


Go on-line to U-T's web site and comment on the many articles you are likely to see everyday on this issue and how bad the mayor is. Tweet this information our and put it on your FaceBook page Show the Mayor that you support him Send Mayor Filner at email at BobFilner@SanDiego.gov telling him something like...

Dear Mayor Filner:

I am writing to encourage you to stand firm against the hotel special interests. For far too long special interests have used our city to collect money for their private interests. The hotels should be ashamed that they insist that they are entitled to funds that should go to our city.
More outrageously, the hotels pushed through the council, a sweetheart deal to insure they get their payoff for another 40+ years. How dare they! It is time to rescind the 40 year deal and levy an honest tax that goes to repair our streets and sewers. Thank you for standing with the citizens of San Diego!


Let the City Council know you support the Mayor over the Hotel owners. Email the city council members with the same, or a very similar email as the one above that you sent to the mayor. For your own councilman, you might replace the last sentence with something like: As a citizen who voted for you, {or "who lives and votes in your district,"} I want to thank you for working in our best interest. I live in the county and not in the city, so I will end it with something like, "who is concerned about the city,..."

★ ★ ★ # 12 . ★ ★ ★ 9 'Chained CPI' Facts They Don't Want You to Know!

The "chained CPI" proposal in President Obama's budget continues to draw much-deserved fire, which is only likely to increase as more information about it becomes known.  Here are nine embarrassing facts about the chained CPI which the White House and its defenders would prefer to see overlooked:

1. Of course it's a benefit cut. Chained-CPI defenders say it's not a benefit cut. It's just a slowdown in the rate of the benefit's planned increases. That's a silly semantic game unworthy of serious leaders or analysts. The Social Security benefit, as laid out on the Social Security Administration's website, includes adjustments designed to keep pace with the rising cost of living.  Those adjustments aren't a benefit increase. They're designed to prevent the benefit from being decreased as a result of inflation. If you lower that adjustment, you're cutting benefits. Period.


2. Of course it's a tax hike. Same goes for the tax impact of the chained CPI.  Our tax brackets were designed to make sure that taxes didn't go up inadvertently because inflation kicked them into a higher tax bracket.  That was done to make sure that people who weren't earning more in real dollars - which includes many (if not most) of the "99 percent" - weren't hit with an unearned tax hike.  If you substitute the chained CPI for the current formula, as the president has proposed, people will be kicked into higher tax brackets earlier. Then they'll pay more in taxes, even if they're not making any more "real" money.  That's a tax hike.


3. And it's a tax hike for everybody but the wealthy. In fact, it's a tax hike on all but the highest levels of income. The richest earnings won't be affected because they're already in the highest tax bracket.  Got it? So it's a tax hike on everybody except the richest among us. (Actually, it's a tax hike for them too, but only on their lower levels of income. The richer you are, the less you'll see in a tax-rate increase.)


4. You could save much more money in other, better ways. The White House has said the chained CPI will save $122 billion in benefits over ten years. Leaving aside the fact that Social Security doesn't affect the deficit (which we'll discuss shortly), here's what isn't being done:  Close capital gains loopholes: $174 billion. End the Bush tax cuts at Obama's original $250,000 level, rather than the compromise $400,000 number: $183 billion. Cut overseas military bases by 20 percent: $200 billion. Negotiate with drug companies: $220 billion. Enact "Defense-friendly" Pentagon cuts: $519 billion. End corporate tax loopholes (without being "revenue neutral," as the President's proposing): $1.24 trillion. Enact a financial transaction tax on the folks who ruined our economy: $1.8 trillion.  Faced with those numbers, the chained-CPI benefit cut is... well, embarrassing. 5. The White House's proposed "bump" disproves its own argument. The administration's been claiming that the chained CPI is merely a "technical adjustment" designed to make cost-of-living increases more accurate. But it's just introduced an adjustment for seniors who live longer in order to offset the impact of its reduction over time.  But if the chained CPI really measured inflation more accurately, it wouldn't affect real benefits any more after 20 or 30 years than it did after the first year. Confusing? We explain here. (With pictures and everything.)  Bottom line? They know it's a benefit cut.


6. It's political suicide for Democrats. The polls are clear on that question. Voters over 50 hate the chained CPI. It doesn't matter whether they're Democrats, Republicans, or independents. They hate it.  And older Americans are more likely to vote than other voters (who also hate it, according to earlier polls.)  It took the Republicans all of 15 minutes to portray this move, which they've supported for a long time, as a "shocking attack on seniors." They're ready to run a reply of their successful 2010 strategy, when they ran to the left of Dems with a "Seniors' Bill of Rights" -- and recaptured the House.


7. The Social Security cut doesn't reduce the deficit. Social Security doesn't contribute to the deficit, since it's funded separately. In fact, it's forbidden by lawfrom contributing to the deficit.  It doesn't even belong in these negotiations.


8. That tax hike on everybody except the wealthy will help a little. But ...  On the other hand, they'll be hitting everybody except millionaires and billionaires with tax increases that grow with every passing year.  If regressive taxation is something you believe in, then I guess that's something. Except for our last embarrassing fact ...


9. The deficit's already shrinking rapidly. The deficit is already shrinking -- and "rapidly," in the words of those radical lefties at Goldman Sachs.  The deficit isn't our most urgent economic problem. It's not even close. We desperately need jobs, real wage growth, consumer confidence, financial security for the elderly and disabled (which means increasingSocial Security) ...

Sure, deficits need to be addressed after the economy's been righted, but right now they're nowhere near the top of the list.  In fact, there's an extremely good chance that the cuts in the president's budget will make the deficit worse, as austerity cuts have in Europe. The Republican budget would certainly have that effect, since its cuts are far more severe.  The bottom line? The chained CPI is the wrong answer to the wrong problem at the wrong time. It's time for the White House to recognize that and move on. In the meantime Democrats need to walk away from it fast, before they pay a high price for it at the polls.
