★ # 4. WED MAY 15 "OFA CLIMATE CHANGE PLANNING SESSIONS in San Diego" Climate change is real. That's something that way too many members of Congress refuse to admit -- which means they're also failing to recognize their responsibility to take action. When it comes to an issue that will affect us for generations to come, we can't let that kind of behavior stand. OFA supporters are going to do all they can to make sure these climate deniers are exposed to their constituents for turning their backs on science.  At these Climate Change Planning Sessions in on May 15th we will find different organizing tactics for your neighborhoods..  You know your community best, though -- so it's up to us and the folks in your neighborhood to decide what will work best.   In some congressional districts, your goal will be to get your member of Congress off the sidelines and push them to lead the charge on fighting climate change. In other districts, you're going to have to be pushing your legislator just to have an honest conversation based on facts. ★  Victory! Walmart Responds to National Day of Action ★Last week, hundreds of Walmart workers in 200 stores stood up to demand that Walmart honor its public commitment to be more consistent, transparent, and fair in scheduling shifts and hours for workers.  And more than 10,000 Making Change at Walmart supporters like you stood up with them. Thank you.  And guess what? You made a difference. Walmart announced that they would keep their public commitment to allow part time workers to transition to full time and create more transparency in scheduling in more stores by July and all 4,000 stores by October.  For a worker like Rose Campbell, consistently being able to schedule more hours could finally allow her to know she can both put food on the table and pay some rent. We've still got a long way to go, but it's a huge improvement.  Here are a couple of awesome pictures from last week's events:   Workers and supporters take action in California.    Community supporters at a Phoenix action.  Now, this fight is very far from over. If you haven't yet chipped in, PLEASE do so if you can at http://www.copswiki.o...­ Here's a sample of the CDSO Testimony we are fighting to get into the CA PUC's formal record next week: "Since the Commission agreed with SCE in D.05-12-040 that with no SGRP, it would not be economically viable to run just one of the two units if the other reached its plugging limit, then it is reasonable to expect that if one of the two units can no longer be run due to design deficiencies and the plant can only be run at 35% or less of the original plant capacity, then it is also not economically viable to run the other unit alone.  “All actions by SCE to restart Unit 2 after Unit 3 was placed in an indefinite shutdown mode are unreasonable. This includes all engineering studies, applications and interaction with the Nuclear Regulatory Commission (NRC) and other agencies, and all other related costs related to any and all attempts to restart one of the units with the understanding that both units would not be restarted.  “The removal of nuclear fuel from Unit 3 was announced in August, 2012 , to be completed in September 2012. At that time, SCE should have been discussing either complete restart of both units, or complete shutdown of both units, per the facts already agreed to in the original SGRP findings of the Commission in D.05-12-040. Instead, on October 4, 2012, SCE proceeded to propose to the NRC the operation of Unit 2 at 70% power without also operating Unit 3, and has continued to pursue the operation of Unit 2 without Unit 3 also in operation despite the fact that it is not economically viable to do so.  “In light of its stated position in 2005 and the Commission’s Finding of Fact 153 in D.05-12-040 agreeing with it, SCE’s actions and expenditures associated with doing so cannot be considered reasonable and must be disallowed by the Commission.” (Testimony of Raymond Lutz, Section I.B.)  Thank You for your consideration! Words cannot express the pride and power we feel at this moment.   As my coworkers and I cast our ballots yesterday, we knew that this vote was about more than just joining a union. It was about standing up for our rights. We said yes to our right to work with dignity and respect. We said yes to our right to have a voice at work. We said yes, we do have the courage to assert these rights. It was not an easy thing to do. For three years, we've fought what sometimes felt like an uphill battle. Now, we've overcome all of those obstacles by saying yes.  We could not have done it without you. ★ #7. The Brief Origins of May Day

Most people living in the United States know little about the International Workers' Day of May Day. For many others there is an assumption that it is a holiday celebrated in state communist countries like Cuba or the former Soviet Union. Most Americans don't realize that May Day has its origins here in this country and is as "American" as baseball and apple pie, and stemmed from the pre-Christian holiday of Beltane, a celebration of rebirth and fertility.

In the late nineteenth century, the working class was in constant struggle to gain the 8-hour work day. Working conditions were severe and it was quite common to work 10 to 16 hour days in unsafe conditions. Death and injury were commonplace at many work places and inspired such books as Upton Sinclair's The Jungle and Jack London's The Iron Heel. As early as the 1860's, working people agitated to shorten the workday without a cut in pay, but it wasn't until the late 1880's that organized labor was able to garner enough strength to declare the 8-hour workday. This proclamation was without consent of employers, yet demanded by many of the working class.

At this time, socialism was a new and attractive idea to working people, many of whom were drawn to its ideology of working class control over the production and distribution of all goods and services. Workers had seen first-hand that Capitalism benefited only their bosses, trading workers' lives for profit. Thousands of men, women and children were dying needlessly every year in the workplace, with life expectancy as low as their early twenties in some industries, and little hope but death of rising out of their destitution. Socialism offered another option.

A variety of socialist organizations sprung up throughout the later half of the 19th century, ranging from political parties to choir groups. In fact, many socialists were elected into governmental office by their constituency. But again, many of these socialists were ham-strung by the political process which was so evidently controlled by big business and the bi-partisan political machine. Tens of thousands of socialists broke ranks from their parties, rebuffed the entire political process, which was seen as nothing more than protection for the wealthy, and created anarchist groups throughout the country. Literally thousands of working people embraced the ideals of anarchism, which sought to put an end to all hierarchical structures (including government), emphasized worker controlled industry, and valued direct action over the bureaucratic political process. It is inaccurate to say that labor unions were "taken over" by anarchists and socialists, but rather anarchists and socialist made up the labor unions.

At its national convention in Chicago, held in 1884, the Federation of Organized Trades and Labor Unions (which later became the American Federation of Labor), proclaimed that "eight hours shall constitute a legal day's labor from and after May 1, 1886." The following year, the FOTLU, backed by many Knights of Labor locals, reiterated their proclamation stating that it would be supported by strikes and demonstrations. At first, most radicals and anarchists regarded this demand as too reformist, failing to strike "at the root of the evil." A year before the Haymarket Massacre, Samuel Fielden pointed out in the anarchist newspaper, The Alarm, that "whether a man works eight hours a day or ten hours a day, he is still a slave."

Despite the misgivings of many of the anarchists, an estimated quarter million workers in the Chicago area became directly involved in the crusade to implement the eight hour work day, including the Trades and Labor Assembly, the Socialistic Labor Party and local Knights of Labor. As more and more of the workforce mobilized against the employers, these radicals conceded to fight for the 8-hour day, realizing that "the tide of opinion and determination of most wage-workers was set in this direction." With the involvement of the anarchists, there seemed to be an infusion of greater issues than the 8-hour day. There grew a sense of a greater social revolution beyond the more immediate gains of shortened hours, but a drastic change in the economic structure of capitalism.

In a proclamation printed just before May 1, 1886, one publisher appealed to working people with this plea:

*Workingmen to Arms!
*War to the Palace, Peace to the Cottage, and Death to LUXURIOUS IDLENESS.
*The wage system is the only cause of the World's misery. It is supported by the rich classes, and to destroy it, they must be either made to work or DIE.
*One pound of DYNAMITE is better than a bushel of BALLOTS!
*MAKE YOUR DEMAND FOR EIGHT HOURS with weapons in your hands to meet the capitalistic bloodhounds, police, and militia in proper manner.

Not surprisingly the entire city was prepared for mass bloodshed, reminiscent of the railroad strike a decade earlier when police and soldiers gunned down hundreds of striking workers. On May 1, 1886, more than 300,000 workers in 13,000 businesses across the United States walked off their jobs in the first May Day celebration in history. In Chicago, the epicenter for the 8-hour day agitators, 40,000 went out on strike with the anarchists in the forefront of the public's eye. With their fiery speeches and revolutionary ideology of direct action, anarchists and anarchism became respected and embraced by the working people and despised by the capitalists.

The names of many - Albert Parsons, Johann Most, August Spies and Louis Lingg - became household words in Chicago and throughout the country. Parades, bands and tens of thousands of demonstrators in the streets exemplified the workers' strength and unity, yet didn't become violent as the newspapers and authorities predicted.

More and more workers continued to walk off their jobs until the numbers swelled to nearly 100,000, yet peace prevailed. It was not until two days later, May 3, 1886, that violence broke out at the McCormick Reaper Works between police and strikers.

For six months, armed Pinkerton agents and the police harassed and beat locked-out steelworkers as they picketed. Most of these workers belonged to the "anarchist-dominated" Metal Workers' Union. During a speech near the McCormick plant, some two hundred demonstrators joined the steelworkers on the picket line. Beatings with police clubs escalated into rock throwing by the strikers which the police responded to with gunfire. At least two strikers were killed and an unknown number were wounded.

Full of rage, a public meeting was called by some of the anarchists for the following day in Haymarket Square to discuss the police brutality. Due to bad weather and short notice, only about 3000 of the tens of thousands of people showed up from the day before. This affair included families with children and the mayor of Chicago himself. Later, the mayor would testify that the crowd remained calm and orderly and that speaker August Spies made "no suggestion... for immediate use of force or violence toward any person..."

As the speech wound down, two detectives rushed to the main body of police, reporting that a speaker was using inflammatory language, inciting the police to march on the speakers' wagon. As the police began to disperse the already thinning crowd, a bomb was thrown into the police ranks. No one knows who threw the bomb, but speculations varied from blaming any one of the anarchists, to an agent provocateur working for the police.

Enraged, the police fired into the crowd. The exact number of civilians killed or wounded was never determined, but an estimated seven or eight civilians died, and up to forty were wounded. One officer died immediately and another seven died in the following weeks. Later evidence indicated that only one of the police deaths could be attributed to the bomb and that all the other police fatalities had or could have had been due to their own indiscriminate gun fire. Aside from the bomb thrower, who was never identified, it was the police, not the anarchists, who perpetrated the violence.

Eight anarchists - Albert Parsons, August Spies, Samuel Fielden, Oscar Neebe, Michael Schwab, George Engel, Adolph Fischer and Louis Lingg - were arrested and convicted of murder, though only three were even present at Haymarket and those three were in full view of all when the bombing occurred. The jury in their trial was comprised of business leaders in a gross mockery of justice similar to the Sacco-Vanzetti case thirty years later, or the trials of AIM and Black Panther members in the seventies. The entire world watched as these eight organizers were convicted, not for their actions, of which all of were innocent, but for their political and social beliefs. On November 11, 1887, after many failed appeals, Parsons, Spies, Engel and Fisher were hung to death. Louis Lingg, in his final protest of the state's claim of authority and punishment, took his own life the night before with an explosive device in his mouth.

The remaining organizers, Fielden, Neebe and Schwab, were pardoned six years later by Governor Altgeld, who publicly lambasted the judge on a travesty of justice. Immediately after the Haymarket Massacre, big business and government conducted what some say was the very first "Red Scare" in this country. Spun by mainstream media, anarchism became synonymous with bomb throwing and socialism became un-American. The common image of an anarchist became a bearded, eastern European immigrant with a bomb in one hand and a dagger in the other.

Today we see tens of thousands of activists embracing the ideals of the Haymarket Martyrs and those who established May Day as an International Workers' Day. Ironically, May Day is an official holiday in 66 countries and unofficially celebrated in many more, but rarely is it recognized in this country where it began.

Over one hundred years have passed since that first May Day. In the earlier part of the 20th century, the US government tried to curb the celebration and further wipe it from the public's memory by establishing "Law and Order Day" on May 1. We can draw many parallels between the events of 1886 and today. We still have locked out steelworkers struggling for justice. We still have voices of freedom behind bars as in the cases of Mumia Abu Jamal and Leonard Peltier. We still had the ability to mobilize tens of thousands of people in the streets of a major city to proclaim "THIS IS WHAT DEMOCRACY LOOKS LIKE!" at the WTO and FTAA demonstrations.

Words stronger than any I could write are engraved on the Haymarket Monument:

THE DAY WILL COME WHEN OUR SILENCE WILL BE MORE POWERFUL THAN THE VOICES YOU ARE THROTTLING TODAY.

Truly, history has a lot to teach us about the roots of our radicalism. When we remember that people were shot so we could have the 8-hour day; if we acknowledge that homes with families in them were burned to the ground so we could have Saturday as part of the weekend; when we recall 8-year old victims of industrial accidents who marched in the streets protesting working conditions and child labor only to be beat down by the police and company thugs, we understand that our current condition cannot be taken for granted - people fought for the rights and dignities we enjoy today, and there is still a lot more to fight for. The sacrifices of so many people can not be forgotten or we'll end up fighting for those same gains all over again. This is why we celebrate May Day.

MAY DAY In San Diego there will be a rally at the Civic Center at 3 pm and a march to Chicano Park and another rally and festivities at the Park, starting at 5 pm.I am on the elected negotiations team for my SEIU local and we have a collective bargaining session with the County of San Diego starting at 8 am and going probably until close to 5. So I plan to go directly to Chicano Park afterwards. I hope to see some of you there.

The mayor is doing what is best for those of us who don't happen to own hotels
In the last days anbd back rooms of the Sanders administration The city of San Diego gave a sweetheart deal to the Hotel and tourism industry.

They got a gaurantee of a tax on the taxpayers and visitors of San Diego. The multi-million dollar proceeds of this tax do not go towards fixing potholes or anything else to benefit San Diego City or County residents.

They go directly into the pockets of the local hotel owners and the legal counsel to the Tourism board that happens to beon the board of directors of a major Republican PAC. This boils down to a case of public money being given to private corporate concerns.

Our Mayor knows a bad deal when he smells one. Bob Filner is holding up payments to the interested parties until a better deal can be negotiated.

In the meantime the hotel owners have sued the city. The county newspapers, who happen to be owned by a Hotel owner are criticizing the mayor as incompetent and a bully for the act of watching out for the rest of us.

Proactive, Rapid Response needed! Yes, I know that a Proactive response is an oxymoron, but we need to ignore that.

Please comment or email the editors of the local newspapers with something like:

If the sweetheart deal the city gave to the private hotel interests isn't bad enough, now we find some of the paid staff of the hotel district are major contributors to Republican campaigns and causes.


The paid legal counsel to the hotel district, who doesn't even live in San Diego, turns out to be on the board of directors of a Sacramento based Republican PAC. In other words public money (hotel taxes) which could be used to fix our streets and broken sewers goes to fund Republican candidates.

Dear Mayor Filner:

I am writing to encourage you to stand firm against the hotel special interests. For far too long special interests have used our city to collect money for their private interests. The hotels should be ashamed that they insist that they are entitled to funds that should go to our city.
More outrageously, the hotels pushed through the council, a sweetheart deal to insure they get their payoff for another 40+ years. How dare they! It is time to rescind the 40 year deal and levy an honest tax that goes to repair our streets and sewers. Thank you for standing with the citizens of San Diego!


Let the City Council know you support the Mayor over the Hotel owners. Email the city council members with the same, or a very similar email as the one above that you sent to the mayor. For your own councilman, you might replace the last sentence with something like: As a citizen who voted for you, {or "who lives and votes in your district,"} I want to thank you for working in our best interest. I live in the county and not in the city, so I will end it with something like, "who is concerned about the city,..."

★ # 10. " 9 'Chained CPI' Facts They Don't Want You to Know!"

The "chained CPI" proposal in President Obama's budget continues to draw much-deserved fire, which is only likely to increase as more information about it becomes known.  Here are nine embarrassing facts about the chained CPI which the White House and its defenders would prefer to see overlooked:

1. Of course it's a benefit cut. Chained-CPI defenders say it's not a benefit cut. It's just a slowdown in the rate of the benefit's planned increases. That's a silly semantic game unworthy of serious leaders or analysts. The Social Security benefit, as laid out on the Social Security Administration's website, includes adjustments designed to keep pace with the rising cost of living.  Those adjustments aren't a benefit increase. They're designed to prevent the benefit from being decreased as a result of inflation. If you lower that adjustment, you're cutting benefits. Period.


2. Of course it's a tax hike. Same goes for the tax impact of the chained CPI.  Our tax brackets were designed to make sure that taxes didn't go up inadvertently because inflation kicked them into a higher tax bracket.  That was done to make sure that people who weren't earning more in real dollars - which includes many (if not most) of the "99 percent" - weren't hit with an unearned tax hike.  If you substitute the chained CPI for the current formula, as the president has proposed, people will be kicked into higher tax brackets earlier. Then they'll pay more in taxes, even if they're not making any more "real" money.  That's a tax hike.


3. And it's a tax hike for everybody but the wealthy. In fact, it's a tax hike on all but the highest levels of income. The richest earnings won't be affected because they're already in the highest tax bracket.  Got it? So it's a tax hike on everybody except the richest among us. (Actually, it's a tax hike for them too, but only on their lower levels of income. The richer you are, the less you'll see in a tax-rate increase.)


4. You could save much more money in other, better ways. The White House has said the chained CPI will save $122 billion in benefits over ten years. Leaving aside the fact that Social Security doesn't affect the deficit (which we'll discuss shortly), here's what isn't being done:  Close capital gains loopholes: $174 billion. End the Bush tax cuts at Obama's original $250,000 level, rather than the compromise $400,000 number: $183 billion. Cut overseas military bases by 20 percent: $200 billion. Negotiate with drug companies: $220 billion. Enact "Defense-friendly" Pentagon cuts: $519 billion. End corporate tax loopholes (without being "revenue neutral," as the President's proposing): $1.24 trillion. Enact a financial transaction tax on the folks who ruined our economy: $1.8 trillion.  Faced with those numbers, the chained-CPI benefit cut is... well, embarrassing. (Details, and additional alternate deficit reducers, here.)


5. The White House's proposed "bump" disproves its own argument. The administration's been claiming that the chained CPI is merely a "technical adjustment" designed to make cost-of-living increases more accurate. But it's just introduced an adjustment for seniors who live longer in order to offset the impact of its reduction over time.  But if the chained CPI really measured inflation more accurately, it wouldn't affect real benefits any more after 20 or 30 years than it did after the first year. Confusing? We explain here. (With pictures and everything.)  Bottom line? They know it's a benefit cut.


6. It's political suicide for Democrats. The polls are clear on that question. Voters over 50 hate the chained CPI. It doesn't matter whether they're Democrats, Republicans, or independents. They hate it.  And older Americans are more likely to vote than other voters (who also hate it, according to earlier polls.)  It took the Republicans all of 15 minutes to portray this move, which they've supported for a long time, as a "shocking attack on seniors." They're ready to run a reply of their successful 2010 strategy, when they ran to the left of Dems with a "Seniors' Bill of Rights" -- and recaptured the House.


7. The Social Security cut doesn't reduce the deficit. Social Security doesn't contribute to the deficit, since it's funded separately. In fact, it's forbidden by lawfrom contributing to the deficit.  It doesn't even belong in these negotiations.


8. That tax hike on everybody except the wealthy will help a little. But ...  On the other hand, they'll be hitting everybody except millionaires and billionaires with tax increases that grow with every passing year.  If regressive taxation is something you believe in, then I guess that's something. Except for our last embarrassing fact ...


9. The deficit's already shrinking rapidly. The deficit is already shrinking -- and "rapidly," in the words of those radical lefties at Goldman Sachs.  The deficit isn't our most urgent economic problem. It's not even close. We desperately need jobs, real wage growth, consumer confidence, financial security for the elderly and disabled (which means increasingSocial Security) ...

Sure, deficits need to be addressed after the economy's been righted, but right now they're nowhere near the top of the list.  In fact, there's an extremely good chance that the cuts in the president's budget will make the deficit worse, as austerity cuts have in Europe. The Republican budget would certainly have that effect, since its cuts are far more severe.  The bottom line? The chained CPI is the wrong answer to the wrong problem at the wrong time. It's time for the White House to recognize that and move on. In the meantime Democrats need to walk away from it fast, before they pay a high price for it at the polls.
