What would be a good plugin for a site where the public would need the capability to easily upload photos into a gallery?

Good question. "The public" usually has an account to upload anything. Forums, instagram, most any user-generated content requires an account. I have used Gravity Forms to let people upload photos without logging in.

The uploads are accessed within Gravity Forms. I believe they would need further back-end processing to go into the media library or a NextGen-type gallery.

A quick search shows me: NextGen Public Uploader, may be perfect for your needs.
