I haven't used it, but it looks like a nice friendly way to create custom post types in WordPress. I would think the responsive mode would depend on the template. The pods themselves just seem to be containers for data.

I have used PODS in the past. It works well and responsiveness is dependent upon your theme. I now use Types & Views as I found PODS to be lacking in documentation in the past.
