Most of that is all very fringe as far as cannon is concerned. I'm sure as far as the current show is concerned, events and details presented within the television series are cannon, while everything else lies outside that. For example, the entire "loom" concept flies flat in the face of what the Doctor has said in the modern show about having been a father, etc. It's interesting, but since it comes from sources other than the show itself, it is by no means cannon to the show.

Basically Rassilon, Omega, and the Other were the working on the technology that would lead to the timelords becoming timelords. Omega was trapped in the anti verse, the Other throw himself into the loams, and Rassilon became the first timelord and capable of regenerating. At first they were able to regenerate as many times as they wanted/needed. Later it became a rule that they would only regenerate 12 times. Thus giving them 13 bodies. The council of timelords had the ability to give new regeration cycles, but that was rare. The only way a time lord could gain extra regeneration cycles were if they were given/took them from another timelord. The Doctor is actually a special timelord because technically he has 3 9th regenerations that all lead back to the 10th. He also has a evil version called the Valeyard that exist as the alternate version of his 12th regeneration.  On top of this the Doctor has on multiple occasions remembered things that the Other is able to remembered. Also his 8th regeneration on had a short appearance on TV, but is the longest running Doctor. It is hinted that the leader of Fracture Paradox "Grandfather" is also another version of the 8th Doctor born from a paradox. Anything else you want to know?

The doctor can only regenerate 12 times. So there can only be 13 doctors. This was a rule that the time lords had though. There have been several older stories that they have proved that they can add to that cycle or restart it if they wish.

Interesting quote from Mr. Moffat: "Of course, this isn't the end of the story, because now the search begins. Now I really don't know anything for sure, so this isn't really a spoiler but....

This fits with my theory that John Hurt will not be the next Doctor (as some on the Google+ Dr Who community).  My theory is that he actually fits into the personal time-line of the time lord now known as "The Doctor" in a much earlier position, in fact I wouldn't be surprised to find that his instantiation re-incarnated into the William Hartnell time-lord who then took on the moniker of "The Doctor", which would fit into the 11th Doctors statement to Clara that "I said he was me, I didn't say he was the Doctor."
 
And as for the 12 regeneration 'limit', I don't think that is a hard and fast rule.  Time Lords have already been granted additional lives, the regeneration of Romana I into Romana II was actually a series of 4 or so regenerations before Romana II convinced the Doctor that it was OK to take on the persona of Princess Astra from the preceding story "The Armageddon Factor".  I doubt she would have wasted so many 'lives.'
 
And then we have the 4th Doctor story "The Brain of Morbius" which certainly appears to show multiple instantiations of the our favorite Time Lord BEFORE the one we know as the first Doctor, in the final battle with Morbius, who asks about the time the EIGHTH incarnation before Hartnell, asks him "How long HAVE you lived?"
