oh dear lord help me...my neighbor's compost heap is rediculous and the odor just drove me out of my backyard...there has to be some sort of laws against this in the city of rochester? does anyone know...PLEASE HELP... i can't even enjoy my own backyard the flies are bigger than my cat... it's like a science fiction movie back there....
