MAKE YOUR OWN PARTY, Sorry.... MOST POOLS ARE 21 AND OVER, because they make their profit on the bar sales.
Note: Monday night at the Cosmopolitan pool is the only one I know of who allows children in for $3. And if you apply for a players card their pool is open to kids Mon - Thurs 8 - 7
Heres the list from Vegas Weekly : Remember to call and check if its free the day you plan to attend. You will need to be in "swimming attire" to jump in the pool. I take a nice looking plastic refillable water bottle, in my beach bag, sometimes they make me drink it before I go into the pool area. I drink a ton of water, and often the bartender will happily fill my bottle with Ice water for a dollar tip. Way cheeper than spending 4 - 8 dollar's for a tiny hotel water.
Hard Rock Pool Mon - Friday is free to enter 10am - 7 pm. I have been to their concerts and parties and its totally an adult environment.
Palms Pool Mon - Thursday 9am - 7pm - free entry, most likely 21 and over.
Tao Beach Mon - Thurs 10 am Fri _ Sunday locals with 21+ ID are free.
Marquee Day Club Tue - Thur 10 am Free. Definitely 21 and over. Friday DJ Arty local ladies with 21 ID are free, men are $30 out of town women are $20 !

Yes !!! ..... Thank you, James, If you don't mind applying for the players cards it is true.... casino's with gambling by the pool must be open to the public.
Cosmopolitan hotel offers a "free" players card that allows you full access (family's included) to the beautiful Boulevard pool and jaccussi !!! Free...East garage parking is 4 floors underneath the pool : ))
Monday _ Thur 8 am - 7 pm.
At 7pm they often have free concerts with pool use, or they drain the water, depending on the concert.
