Misreferenced, IMHO. What's being offered is not private tutoring. "Bond University presents...." it's an official activity by an org, not something someone does privately in their home.
Thus it becomes the same as me helping out at a school, and for that the rule applies as I wrote previously. Steve himself will also definitely need a blue card, being the teacher on the day.
