Just FYI all,

Obviously you can do what you like with the bluecard thing as long as neither the facility nor any of the parents checks beforehand, and that'll be alright unless and until someone kicks up a fuss. So it's only really "relevant" at that point in time. Given the state of those things though, you don't really want to gamble it.

Now re bluecard in general, the people operating it are abundantly aware that the scheme catches way more situations than really envisaged/intended, it's a big mess, and the website is intentionally vague so that they don't tie themselves down. When you ask them on the phone they are somewhat clearer.
