Hey Tony-
I don't know anything about ProPublica's CMS or what you are using, but this wouldn't be too difficult for a developer to implement this. ?The popup contains a <textarea> field whose 'value' is set to the contents of that 'node' (or the CMS's equivalent term). ?Another route would be to retrieve the contents of the article using Javascript (on the client side after the page has been rendered), and populate the field that way.
