At the moment, you can't customize the permissions of your Meetup Group's Assistant Organizers. You can read more about what Assistant Organizers can and can't do here.

You might want to also take a look at the Event Host feature. Meetup Group Organizers, Co-Organizers, and Assistant Organizers can appoint a one-time Event Host to help schedule and host a specific Meetup.
