      There's a big push by the market to regulate itself with regards to bitcoin holdings, and I think this may happen before the regulators step in. There's a distinction between insuring fiat money (legal tender) from exchanges and insuring bitcoin holdings. The former is likely to be through regulation of exchanges as MSBs. It looks like the latter is going to be through customers demanding (1) visibility of public reserves and (2) contributing insurance funds from the marketplace (free market dynamics at its best). The FDIC model is unlikely to apply to bitcoin holdings - FDIC has about a few % of coverage for deposits in the US, the rest is on the shoulders of US tax payers from the Fed. Because you can't create bitcoin out of gov bonds, it is unlikely this model can work. There's a great discussion on this by Andreas Antonopoulos in The Bitcoin Group #17.
