The reason is because we want LA to have proper UPA representation, however, given UPA's more academic focus it does not connect with everyone in the field. This doesn't give us a natural site to merge to.
I personally don't get very many redundant emails. If it did I would probably adjust either my email notification setting on meetup or setup filters in my email app.
Is this a good enough fix or is the issue bigger?
