But, best practice.. have the presenter send out the agenda and outline important take aways, then follow up with the presentation.

Well, first of all, you shouldn't use retarded as an insult like that.
Secondly, (and I agree with Lynn) -- it's better to think of the tasks being assigned to "meeting roles" rather than "job roles."
In most meetings, you have facilitators, presenters, and note takers. The only people who are absolved from taking notes are those with other demanding roles in the meeting -- ie people who are facilitating the meeting, and anyone who is presenting work. Sometimes you can break the notes down like -- one person write down any key notes on designs, or data points, and another person write down next steps and to-dos, etc.
If it's just the two of you in the meeting, I say you rock-paper-scissors for it. Or you could play a quick game of chicken by saying "I don't need any notes, so I'm cool if no one writes anything down."
