I personally believe one needs to have experience with a device, user interface etc and certainly have not only access to it but also taken time to understand its weaknesses and strengths before designing a new user experience, app, etc. 

I own a Smart TV and have provided ux research and design for many devices incl. mobile so let me know if I can help as a consultant. Fyi, all Smart TVs are different and I have experience with Vizio.

We were early adopters on the whole Google TV thing when it first came out only to be gravely disappointed by Google's horrible execution. 
Not sure about Samsung but everything Google TV is more or less CSS/HTML and built similarly to a regular website obviously the main difference being the screen size. 
Google has some great documentation on designing for the TV. 
Similarly to mobile it has it's own unique approach and considerations that are really quite fascinating from a UX standpoint.
