Windows installer packages...?

Hi... I'm working on creating installation packages for a client's product and I'd like to hear your thoughts on the right installer product to buy.

We will be creating installation packages for Windows: 32- & 64-bit; Windows 7, XP, 2000. A final installation package is moderately complicated and includes installing MS Access, and drivers/software for several attached hardware devices required by the system.

The client  is currently using Tarma (, but I want to make sure that it's the right package. I'm picking this up from the fellow who was doing this, so this is the right time to think about the possibility of a switch.

Any suggestions for other packages that can handle this level of complexity (e.g., Wise...)?
