You type ":e file.rb".  Vim isn't the obtuse editor it's made to be.  There is a learning curve, but once you have it -- you have it.  And it gives you a consistent editor across platforms, languages, etc.

I've used RubyMine in the past, but found myself investing more time in learning how that particular IDE does [X] versus learning how it's done outside.  For example, running tests with the RubyMine test runner didn't always work, and I had to fiddle with it.  I hate fiddling.  My experiences were with the first version of RubyMine, though, and I believe it's better now.  It has some neat features like being able to trace or debug into your gems.  

I've found that the best tools and short-cuts that I want with Ruby are in the community and the infrastructure already.  This isn't like, say, .Net where almost everything flows from Visual Studio or a Visual Studio plugin, and where it's impossible to write a working line of C# without a $800 IDE sticking a "imports System.Four.Namespaces.In" line at the top of the file for you.  With Ruby, the easiest way to do most things is to run a simple rake task instead of clicking through menus or memorizing Jetbrains-specific keybindings.  Or better yet, you can use a tool like Guard and have things automated as you write code.
