Overly excited about new dogs

We adopted a sweet white Pittie mix about three months ago - our first of this breed - who just turned 1 year old last month. She absolutely loses her mind over other dogs when given the chance to interact, mauls them with face-licking affection to the point where most even puppy-tolerant dogs will begin to snarl and snap. She normally responds with submissive behavior but can be relentless and stubborn with the apparent love-giving. She will work herself up to turning bright red and near hyper-ventilation. Our trainer told us to continue practicing watch and sit with her, but once she gets that fired up any attempts at control outside of pulling her away from the other dogs are utterly in vain. My questions are: is this crazy exuberance normal behavior for a one year old Pit and does anyone have a recommendation for calming and cooling her down perhaps during and immediately following these explosions of looooooooove? Is this affection, actually? Or is it a form of aggression? Thank you!
