How best to use seaweed?

hmmm a good question, and i'm not sure of the answer. what i do know is that decomposing seaweed just tends to have a strong smell, due to it's nature, and i have it in and around my gardens decomposing in various ways and haven't come across any negative effects.

i'd like to hear other opinions on this and on the making of compost tea in general.
