Like say an invading force is moving through a city and they come across a bank - they can break in and try to steal money from the bank in order to get some cash to spend on whatever equipment they want. While they're doing that, a message pops up for the other side that says a bank is being looted by enemy troops and offers a significant enough reward to those who are able to stop the bank looting.
