I got this from Heartland Farm Sanctuary- sorry it is so late:

Dear Friends,

I wanted to let you know of some information I just received from a Wisconsin animal protection group. I have copied it below, in its original form, for you to read.

Since farm animals are also impacted by this law (as agricultural and other types of research is performed on them here in Wisconsin), I felt it very pertinent reading for those of you who want to prevent our state's cows, sheep, chickens, and all other farm animals from suffering. Here it is:

"The University of Wisconsin has slipped a measure into the state
budget bill that would exempt all animal research from all of
Wisconsin's anti-cruelty laws.

We repeat: It would exempt all animal research from all of
Wisconsin's anti-cruelty laws.

This is the most sweeping bald-faced attack on animals in the
university's history.

Item 27 in the University of Wisconsin System Omnibus Motion reads:

"Liability Protections for Scientific Researchers: Specify that
current law provisions prohibiting crimes against animals would not
apply to persons engaged in bona fide scientific research at an
educational or research institution or persons who are authorized or
otherwise regulated under federal law to utilize animals for these
purposes."

The budget bill will come to vote on Tuesday.

You must call your Wisconsin state legislators today and tell them
that you are strongly opposed to exempting researchers from
Wisconsin's anti-cruelty laws.

The call will take less than five minutes of your day. The animals
deserve that from all of us.

It is vital that you call. If the measure passes, researchers cannot
and will not be held accountable for any cruelty or neglect. They
will be able to starve animals to death with impunity, stage animal
fights, kill animals by means of decompression, there will be no
constraints whatsoever."

The website also provides this information:

"Please call them now. It also helps for us to know if you called and
who you spoke with. Please send us a note at alliance@allanimals.org.
