A while back, we did some stuff with FPDF, but I don't know what the status of that project is at this point.

If you want to do some really simple stuff, there are some very easy-to-use bits in Zend Framework for manipulating PDFs, and I believe they're pure-PHP implementations. If you need to do anything very complex, the ZF route will probably pose limitations fairly quickly, though.
