My mother suffered with glaucoma for nearly 10 years. I was in my teens at the time, and mostly remember her having non-stop headaches for half of my life with her. (She died from cancer, unrelated to the glaucoma, before I graduated high school.)
Sure, why not. I don't believe the federal government should interfere with individual rights that aren't directly or collectively causing harm to others. Even more than that, I don't want my taxes paying for a "nanny state" that spends more money on a problem than the alleged problem causes in the first place!
I don't know a date, but with the federal government turning over (i.e., not funding) more responsibilities to the states, the states will have to decide what issues they can afford to criminalize, in addition to opportunities for additional revenue.
