Got a MySQL database, to which internet users should be uploading data in Excel format.

Questions:
1) What is the best technology to tie and parse Excel and update appropriate Excel cells into right MySQL table columns? (Excel files might have the same data, but column sequence might be different)
2) What would you say is the advantage of Python comparing to PHP when building database driven websites? Is it faster in Python (as Django framework says it is)? Does Python have more libraries for work with Excel than PHP?
3) Long term, what would be easier and cheaper to hire for - PHP or Python developer?


What is the suitable technology for reporting (preferably open source)?
