Balsamiq is very popular/good.

For mocking straight functionality rather than design ideas, I find that Microsoft Excel works very well.  Every Excel Sheet can be a screen and Excel has the basic GUI widgets ( comboboxes, buttons, etc. ) built in.  Annotations can be made around the "screen" as well.  Plus clients usually have access so some version of Excel.

what tools do you use when quickly mapping out ideas for a new web app??
not to model aesthetics, but general layout, and how it should work, so it's easy to move components around etc..?

i've been using a pen and paper, or photoshop.. and i find neither ideal..?
