I wouldn't recommend the dedicated server solution. You don't want to  
be stuck dealing with complaints, IP whitelisting with ISPs, and  
feedback loops.

You can use a company like Silverpop and get a lower CPM. If your  
volume is going to be a few million/month, there's always the big ESPs  
like Epsilon Interactive and CheetahMail. Those companies all have  
deliverability support if necessary.
