I don't have a firm referral or software solution, but I have some  
suggestions from experience as I've handled this from a few angles:  
both in-house mailings before for similar volumes and used to active  
in the development of a few Open Source SMTP servers.

Make sure your solution:

1. is capable of throttling
	- You will be blocked/banned from SMTP servers if you're hitting  
their thresholds - even for legitimate mail.  if you overload, you're  
gone for a few days or more.

2. will mark off the failed-sends - expired addresses that the SMTP  
server initially rejects

3. will mark off the bouncebacks for a week - some recipient SMTP  
servers will take mail initially, have it in queue, and then realize  
a day later that there is no account.  because your outgoing SMTP  
server likely has a retry of 3-4 days for network outages, you'll  
want to track bouncbacks for a full week

4. has an unsubscribe button that works.

If this is an old email list, i'd suggest sending your first batch  
with VERP ( http://en.wikiped...­ 
Variable_envelope_re­turn_path ), which will make it easier to weed  
out the bouncebacks.  Get your bouncerate low with a few VERP  
sendouts, then switch to faster/cheaper envelope sending.

When hiring a firm, the expensive ones are usually worth it -- the  
cheap people deal in volume and are used a lot by spammers and 'opt- 
out' marketers - they're all hosted on servers in bad-ip space and  
most incoming SMTP servers will automatically reject them based on ip  
blacklist rules.
