webSVN is great for a pure browser.
if you need issue tracing then check out trac.
if you have money checkout fisheye from atlassian.

I am looking into installing SVN to manage project development files and I need a nice web2.0 like interface or even a nice application that can interface with SVN and make it easy for my developers to manage project files. Obviously free is always better but I am open to anything. Some hosted SVN are pretty good/nice but not free.
