Copying what Room for Debate is doing in WP seems pretty easy to me, you have a prompt/introduction created by an admin and that admin chooses which writers/users can answer the prompt, then those users write their posts. The posts are displayed together with the prompt to end-users, who can then comment on each post. On NYT comments are allowed on those individual posts but not on the original prompt itself, which is what WP would do by default.-------
