Outsourcing is something being worked on for 2 or 3 decades, there is no way to reverse it in the present conditions, a  lot factors are intertwined,
there is no silver bullet or one size fits all here.

100 million?  is enough to build a facility to produce the labels  "Made in USA", yes the label is made in USA
